The purpose of this position is to serve as a Deputy/Full Assistant to the Director, DIT, and Chief Information Officer, Great Plains Area (GPA) IHS, and provide Area-wide leadership and management in all aspects of Information Technology (IT).

Duties

Major duties:

  • Assists the Director, DIT/CIO in the direction of the acquisition, development, enhancement, deployment, support and training for information systems that support health services and business operations at IHS, Tribal, and Unban health programs.
  • Assists the Director, DIT/ CIO in the advisement to the Deputy Director of Management Operations, GPA IHS and senior GPA IHS leadership on effective, efficient, and successful IT strategies.
  • In support of the Director, DIT/CIO conducts Workforce Development, Project and Performance Management, including supervision of staff and management of the budget, contracts, grants and other agreements; and development of work plans and performance evaluation criteria. Ensures that subordinates achieve Agency goals.
  • Manages the activities of the GPA IHS Information Technology Investment Review Board (ITIRB) and enforces GPA IHS compliance with HHS Capital Planning and Investment Control policies as required by the Ginger-Cohen Act and related legislation and regulations.

Specialized Experience for GS-13 -Candidate must have one year of Specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

  • Experience providing technical oversight and advisement to executive management in regards to critical, enterprise-level projects that are national in scope, and contributes to the mission of providing complex services by shaping the underlying IT architectures and infrastructures.

  • Experience analyzing, evaluating and proposing recommendations on the integration of IT concepts, principles, and solutions to enhance and optimize on existing enterprise architecture for a healthcare organization.

  • Experience managing IT (Information Technology) project activities and resources to achieve project objectives and milestones for a healthcare organization.

  • Experience leading, developing policy, and implementing IT strategies, concepts and guidelines for the efficient and effective management of an organization-wide healthcare IT and customer-support service program.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
