Primary Role

This position's primary role includes inspection and reporting on company-funded and developer-funded water line construction, new and renewed service lateral connections, and water line rehabilitation. Be responsible for keeping accurate records of quantities and materials that are being installed to ensure proper payment to the contractor. Will also ensure that all work is done in accordance with contract documents, company policies and procedures and all applicable governmental laws and regulations.

Key Accountabilities

  • Inspect various water line facility (e.g. water main, service lateral, fire hydrant, ..) construction in accordance with the requirements of the contract;

  • Observe compaction testing of backfilled soils conducted by the contractor;

  • Adhere to procedures in the areas of mandatory safety precautions and proper traffic control;

  • Document contractors’ activities and progress on daily reports. Record sketches.

  • Inspect restoration of areas disturbed during construction.

  • Coordinate construction activities with internal departments, with external contractors, suppliers and consultants, rights-of-way owners, and other utilities within the public rights-of-way.

  • Coordinate all required permits, licenses, rights-of-way, etc. required for development and construction within area of responsibility.

  • Supervise the implementation of standards, targets, policies, and plans to ensure the continuing and increasing operational efficiency, effectiveness, and profitability.

  • Implement effective reporting processes. Provide analysis and support to the Project Manager with information required for various reports.

  • Implement effective communications at all levels of our operations. Contribute effective communication by listening and providing constructive feedback; supporting the creation of an open and honest work environment; cascading and sharing knowledge and information relevant to other members of the team and colleagues across the business.

  • As an Operations position, required to be "on-call" as needed for regularly scheduled periods after normal work hours and weekends. Department management will establish the need for on-call rotations for supervisory staff.

Experience / Education

  • 3-5 years’ experience in water line construction, operational areas and operating units, and managing and meeting performance targets.

  • 2 year or 4-year degree in operational discipline, management or related technical discipline or equivalent.


*Work Environment: *This will generally be a field position. When working in the field you will be exposed to seasonal fluctuations in temperatures. You could also be exposed to loud noises, fumes, and odors. Appropriate personal protection equipment such as safety vest, hard hat, work gloves, and work boots is required to be worn. Candidates for this position must be able to lift objects that weigh up to 50 pounds. Work varies with task assignments and location.
