Manager, Engineering

This position manages all Outside Plant (OSP) Engineering activities across the southern part of Ohio. These activities include but are not limited to new copper and fiber cable expansion as associated with company initiatives such as Connect America or for new sold services for primary or special services, and also work associated with any relocation of OSP facilities. The Manager is responsible for reviewing all projects prior to approval to ensure that all company standards and design guidelines are followed. Additional responsibilities include oversight of the drafting and clerical OSP support functions. This position will be a resource for Regulatory, Sales, Marketing, Operations and other departments within the company. The Manager is required to approve all OSP projects before being forwarded to upper management, and is required to perform budget analysis throughout the year. The Engineering Manager will report to the AVP OSP Engineering for Customer Operating Area 2.

Essential Duties and Responsibilities include the following (other duties may be assigned):

  • Efficiently and effectively allocate human and financial resources to achieve corporate goals.
  • Ensure Outside Plant standards and performance levels are maintained.
  • Maintain vendor relationships to conform to the company’s standards and optimize pricing.
  • Create and monitor financial budgets.
  • Monitor and assign workload, establish goals, write reviews, schedule training classes and communicate effectively with the staff to ensure the department is successful.
  • Oversee project budgeting, planning, preparation and approval, coordinating with other engineering groups as required.
  • Maintain excellent working relationships with business partners, including ISP Engineering, Data Provisioning Group (DPG), Access Design, Central Office Equipment Installation (COEI), Database Input (DBI), State SVP-GM and General Managers, and Project Management.
  • Assist Operations in trouble resolution.The Engineering Manager supervises the OSP Engineers interfaces with the Drafters/Clerks in the state of Ohio. This person will monitor performance, prepare annual/quarterly reviews, monitor/assign workload and provide direction and deadlines for projects. Technical background including planning and engineering design of OSP facilities. Understanding of aerial, buried and underground construction methods for both copper and fiber designs. Must possess strong communications skills, both verbal, written and presentation, be PC literate and understand the budgeting process. Solid management skills are a must, including the ability to deal with change, stress, conflict, coaching and monitoring of subordinates. Must be able to multitask and quickly adapt to changing priorities. Four-year degree or equivalent experience in Electrical Engineering, Telecommunications, or another applicable field strongly desired.

Supervisory Responsibilities:
