IBM Watson Health - Leader, Client Services - Truven in Austin, Texas

The Leader, Client Services is responsible for managing behavioral health research services contracts and serving as a thought leader for supporting Federal clients. The Leader will oversee research and consulting teams that support contracts for agencies such as SAMHSA, CMS, and CDC. These contracted projects apply cutting edge research methodologies and analytic techniques to develop and evaluate policies and interventions to improve the cost, quality, and access of the U.S. health care system, focusing on behavioral health and substance abuse. The candidate will be a leader or a key contributor in delivering projects that touch on a wide range of priority behavioral health policy issues such the treatment response to the opioid epidemic, impact of delivery system reforms on access to mental health and substance use services, strategies for addressing shortages in the behavioral health workforce, and assessing the implementation of the Mental Health Parity and Addictions Equity Act in the commercial insurance market and Medicaid. The Leader will be accountable for the financial performance and highest quality delivery of the contract(s) that she or he leads. The Leader will utilize his/her existing Federal agency, academic, and industry relationships to contribute to the reputation and growth of the IBM Watson Health Federal team and will also work in conjunction with the Behavioral Health Unit’s Vice President as well as Federal sales and account leadership. The Leader will work with current and prospective Federal agency clients to gain a thorough understanding of their healthcare policy and business needs and how the Federal Team can best meet their needs. Essential Responsibilities:

  • Lead multi-disciplinary research teams to evaluate access, quality, and cost outcomes related to health and behavioral health care delivery.

  • Be a key contributor to sales strategies

  • Collaborate with IBM Watson Health senior leadership and technical experts to develop new intellectual capital and offerings

  • Engage as a leader in complex client delivery challenges i.e., design and execute successful delivery operations on new contracts or troubleshooting delivery issues on existing contracts

  • Build effective relationships and a collaborative environment with IBM Watson cross-functional teams to deliver compelling presentations, demonstrations and proposals that result in new business revenue

  • Proactively and consistently identify behavioral health subject matter experts for potential recruitment to IBM Watson Health

  • Understand the current health care environment and the implications of health policy changes and industry trends on Federal government clients and advise senior federal officials accordingly

  • Manages the performance and professional growth of staff under his/her supervision

  • Further the field of behavioral health and substance use disorder research by disseminating findings in peer reviewed journals and scientific conferences.

  • 8 years of experience conducting health economic and outcomes research in mental health and substance use disorders

  • 8 years experience delivering projects on time and within the budget while collaborating with members of an interdisciplinary project team

  • 8 years experience submitting manuscripts and presenting research, as evidences with publications in peer-reviewed journals and conferences

  • 5 years experience developing proposals for Federal contract work

  • 8 years experience gaining a strong insight on public/private health care dynamics as well as provider, payer, and consumer interplay as related to Medicaid, Medicare and private insurance, particularly as it related to behavioral health policy and service delivery

  • 5 years experience supervising junior researchers in a matrixed environment

  • Proven time management skills for managing multiple individual and team tasks simultaneously, while completing work on time and on budget

  • Outstanding written and verbal communication skills
