In conjunction with the Regional Lab Medical Director, plans, organizes, and directs the operations for TPMG Regional Laboratories. The Regional Laboratory Administrator is accountable for aligning and mobilizing people and activities, ensuring that the Regional Laboratory meets contractual, legal, regulatory, and professional obligations to deliver high quality, efficient and cost-effective clinical testing and diagnostic services to both members and providers across the Region.

Essential Responsibilities: - Plans, organizes, and coordinates Regional Laboratory and individual department. goals/objectives, resource allocation, capital equipment, plant maintenance and renovation, level of accessibility and availability of services and new programs. Develops and administers policies and procedures that ensure compliance with all contracts, regulatory agencies, accrediting bodies and organizational requirements. Develops and coordinates inter-facility quality assurance efforts that promote integrated and uniform practices across the region. Collaborates with inter-/ intra-facility laboratories and supports the medical centers to develop an integrated laboratory services delivery system. Identifies best point of service for tests to provide appropriate turnaround times and service levels, reduce costs and minimize redundancy. - Collaborates with clinical consultants and regional program directors to develop tests that are aligned with organizational goals. Develops and monitors an overall budget for the Regional Laboratory and ensures financial accountabilities are established. Works with the Controller to develop financial reports and cost accounting methods. Develops methods to collect direct client feedback on performance in order to clarify expectations, ensure appropriate services are delivered; makes changes as necessary. Manages the transfer of medical center and inter-regional work to the Regional Laboratory to provide a smooth transition for both locations. Redesigns work processes to improve productivity, efficiency and operational costs. Participates in the development of long and short-range departmental facility planning and the integration with facility/master planning. Develops and coordinates facility plant maintenance and renovation projects. Develops facility safety and emergency preparedness programs.

Qualifications: Basic Qualifications: Experience - Minimum seven (7) years of general management experience in a multi-faceted, complex health care setting required. - Minimum five (5) years of experience in a clinical laboratory required. - Minimum three (3) years of experience working in a large physician group practice managing through influence and collaboration. Education - Master's degree in health care, hospital, business or public administration, or related field required. License, Certification, Registration - Valid California license as a Clinical Laboratory Scientist or limited specialist license required.

Additional Requirements: - Experience in complex LIS and high volume automation driven operational environment. - Demonstrated success in leading complex initiatives/projects with experience in the areas such as strategic planning, financial management, quality improvement, laboratory information systems, automation, project management, and human resources management and compliance. - Demonstrated ability in leading projects within an integrated complex laboratory system that. includes regional reference, hospital and medical office laboratories. - Significant knowledge of applicable federal/state laws and regulations related to clinical. laboratory. - Must be able to work in a Labor Management Partnership and Unit Based Team environment.

Notes: - This position supports three TPMG Regional Laboratory locations : the Berkeley Lab, Richmond-Marina Way South Lab, and San Jose Genetics Lab.
