Kaiser Permanente CRE Manager, Construction Safety in Berkeley, California

Effectively manage Construction Services internal safety and hazardous material programs, assuring conformity with all regulatory agency requirements and Kaiser Permanente protocols to achieve/sustain a safe and compliant working environment.

Essential Functions: - Develop, implement and administer various Construction Services safety and hazardous material programs addressing regulatory compliance, operational policies and training requirements. Administers National Facilities Services Asbestos Management Program. Participates in Business Continuity and other organizational initiatives related to emergency preparedness and safety. Maintains a comprehensive understanding of K-P organizational, Federal, State and local EH&S regulatory requirements as they pertain to construction related activities. - Assesses levels of readiness, formulating suggested departmental goals and strategies. Identify training elements that effectively mitigate the risks associated with construction department operations. Prepares, justifies and submits annual operational budget requests. Identifies opportunities to reduce costs and improve services. - Manages Occupational Health programs for all Construction Services' employees. Assures detailed accurate accident investigation occurs with emphasis on documentation and future mitigation strategies. Collaborates with Environmental Health & Safety Department in the analysis/evaluation of proposed legislation affecting construction operations and provides comment on behalf of the Construction Services Department. Works with the Construction Leadership Team, proposing tactical business plans and recommendations to manage risks in providing a safe and healthy work environment for construction personnel, medical center employees, members and visitors. - Periodically conducts construction job site audits, completing risk analysis to assure compliance with established programs. Reports findings/results quarterly to the Construction Leadership Team. Measures and reports injury/illness data for use in the Construction Services performance metrics. Administers/manages OSHA 200 log program. - Introduces safety and hazardous materials communication strategies to raise awareness and champion improvement changes in construction employee practices and contractor behaviors. In collaboration with - Training/Development Manager, designs, manages and presents education/training programs to ensure correct and accurate information delivery to all KCS staff. Serves as technical/professional consultant and liaison to construction field offices.

Qualifications: Basic Qualifications: Experience - Minimum ten (10) years of experience in construction environmental, health and safety administration/management. Education - High School Diploma or General Education Development (GED) required. License, Certification, Registration - Hazardous Materials/Waste Management Certification, Hazardous Waste Operations&Emergency Response (HAZWOPER0). - Minimum one (1) of the following certifications required: Safety Supervisor Certification (SSC), Associate Safety Professional (ASP), Certified Safety Professional (CSP), Occupational Health and Safety Technician (OHST) or Construction Health and Safety Technician (CHST).

Additional Requirements: - Knowledge of hazardous materials/waste management and emergency response management relative to construction operations. - Significant expertise in applying judgment and strategic thinking towards risk situations and demonstrated knowledge of EH&S related legislation. - Strong interpersonal, oral and written communication skills with demonstrated ability and diversity in computer software applications. - Demonstrated skills in organizational theory, group process, problem identification and resolution. - Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications: - Bachelor's degree in environmental science or public health or related field preferred, OR four (4) years of experience in a directly related field.
