This position is located within the Billing Area Indian Health Service, Billings Area Office, Behavioral Health Program, Billings, MT. - Incumbent provides expert leadership, as a clinical psychologist, to the Area ITU (Indian Health Service/Tribal/Urban) leadership and local programs regarding integrated Behavioral Health Program services and needs for community oriented psychiatry as an emerging emphasis.
- Incumbent will research, create and implement a seamless multidisciplinary Substance Use Disorder (SUD) and Behavioral Health (BH) program within the Billings area.
- This position will provide training on a regularly scheduled basis to maintain a high level of competence in mental health, substance abuse treatment topics, principles and new care models.
- Incumbent provides reports to I/T/U leadership regarding services, workload, revenue enhancement and areas of need, such as suicide rates, based on data, as well as provides risk management consultation to local programs.

- Relocation expenses are authorized and will be paid. You will be required to sign a one year service agreement. Failure to fulfill the one year service agreement may result in repayment of relocation expenses.

BASIC REQUIREMENT(S): Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. This specialization has additional educational requirements, as stated below: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below:
Licensure - Must possess and maintain a valid, current, unrestricted license or certification as a Clinical Psychologist in a State. GS-15: One (1) year of specialized experience equivalent to at least the GS-14 grade level. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in researching, working directly with or managing programs in behavioral health, chemical dependency and drug abuse. Experience in identifying trends and problems, ability to plan and implement a new multi-disciplinary program to combat existing issues. Expert in planning and communicating between agencies and professionals for program enhancement and treatment plans. Administrative and management experience tracking budget, personnel and policy development, and resource management in behavioral health. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
