The Senior Manager, Facilities (EH&S & Security) holds the overall supervisory management responsibility for equipment and building maintenance, safety and security activities within a GMP environment. The role will report directly to the Senior Director of Operations and assist with on-going facility and team related responsibilities, including, but not limited to: expense and capital management, establishing departmental metrics and reporting, hiring and developing team members, establishing and managing business continuity plans and others duties as assigned. As a key member of the Ops Leadership Team will help to develop and implement programs to instill a strong, meaningful safety culture at the Transplant Diagnostic Division.

Responsibilities:

Facilities:

  • Oversees and supports facilities planning, design of construction, and installation of new and existing facilities and equipment

  • Manages complex projects in parallel; both technical and business related ensuring schedules and budget goals are met

  • Assists in value engineering assessments and contractor management

  • Manages the full array of costs associated with maintenance of equipment and facilities, including both the services performed in-house and services contracted to suppliers and service providers

  • Continually assess appropriateness of existing base facilities systems (DI water, HVAC, Exhausts, abatement systems, bulk gases, process vacuum, etc.) in meeting current and future process requirements

  • Develops and manages programs to improve the performance of critical facilities systems through the use of FMEA’s, Out of Control Action plan techniques & 5S+ programs

  • Continuously provides Role Model Leadership with accountability for team member development and insuring superior service levels by the Team while working to promote cross-functional collaboration

  • Develops and implements effective metrics and functional performance measurement methods

  • Serves as the organizational “owner” of the Building Management System (BMS) and equipment monitoring systems, and is accountable for the on-going Quality Management System and GMP compliance related to those monitoring and control Systems

  • Manages the engagement and performance of contractors and suppliers who support equipment and facilities activities Inter-acts with TDX Sourcing to control costs and terms of such engagements in ways that limit risk and insure safe delivery of full value in services provided

  • Provides oversight of work performed by contractors and providers of equipment and facilities services, including on-going inspection of work in process

  • Maintains complete equipment, building, and infrastructure documentation including up-to-date drawings, specifications, operating instructions, and maintenance records

Environmental, Health and Safety (EH&S):

  • Demonstrates working with all regulatory agencies including Cal-OSHA, EPA, TSCA, TCEQ, PROFEPA regulatory compliance requirements.

  • Manages a Site EHS Team within a cross functional Facilities Team environment with a global knowledge and experience

  • Establishes culture of excellence in Safety and prevention of time loss and OSHA recordable

  • Engages the team and the site to make Safety first and foremost

Security:

  • Establishes overall security program including but not limited to badging systems and control, security camera locations and maintenance, and securing entry ways

  • Manages security personnel and service contract - setting expectation for duties, responses and routine surveillances

  • Ensures security to all our assets on a daily basis

  • Establishes from ground up the programs and systems for security at the current locations and the new facilities

Additional:

  • Interfaces with site senior leaders and managers concerning operational issues and changes in the plant

  • Manages all site services, EH&S activities, security, space planning & soft services provision

  • Works closely with the broader TDX Team to continually reduce the net facilities cost base across all facilities spend categories

  • Develops and mentors the team, managing staff through change objectives and reviewing performance on a regular basis

  • Encourages a continuous improvement environment and applying that on a daily basis

  • Realizes cost savings where appropriate

  • Effective and timely interfacing with all organizations

  • Develops and manages the Facilities, EH&S, and Security department budget

  • Adhere to the principles of Role Model Leadership and adherence to the Thermo Fisher Scientific 4-I Values

This role may require response or attention on a 24/7 basis due to emergency needs for Facilities, EH&S, and Security.

Minimum Qualifications:

  • Bachelor’s degree in Engineering or related field from an accredited university

  • 10 years of experience in managing site level Facilities, EHS, and/or Security teams through all phases of physical plant operation and administration in compliance with federal, state and local regulations/permits including operating in an ISO 13485 environment

  • 6 years of management experience and proven leadership abilities with a strong commitment

  • Proficient in dispatching work to team members and managing accountability for service delivery

  • Experienced in managing a site/facility move, expansion or greenfield build from planning to commissioning

  • Experienced in developing/monitoring EHS Management, Building Management Systems, and Security Programs

  • Strong knowledge of BSL2 and blood borne pathogen environments and ensure laboratories and work spaces adhere to all appropriate regulations and precautions

  • Strong knowledge with Chemical, Hazardous, and Biological Waste Disposal and containment

  • Strong strategic management skills, especially in utilizing systems based approaches to problem solving

  • Strong communication and leadership skills

  • Ability to multi-task in a dynamic environment with multiple stakeholders

  • Ability to build consensus and oversee tactical execution

  • Clearly communicates strategy, vision and tactics to team members, both verbally and in writing

Preferred Qualifications:

  • Knowledge of taking a site through VPP Start certification
