Summary:

· TheContracts Manager(CM) will develop, negotiate, and manage the WPS Indefinite Duration/Indefinite Quality contract and the subsequent Task Orders from this contract. Additionally, theCMdevelops, negotiates and manages subcontract and vendor agreements while working independently with limited guidance, and supervises other contract staff. This position tracks, creates and maintains contract data requirements and deliverables. TheCMwill also define, establish and implement processes and project control procedures, to monitor and control administration of the Worldwide Protective Services 2 contract and related subcontracts and vendors, and provide subsequent information and reports to the CPG Management Committee as required by the GM and the CPG Management Committee.

· Provide guidance to PM, GM and Management Committee on all FAR / DFAR/ ITAR aspects, terms and conditions of government contract documents, legal document, and proposals

· Manage the WPS base contract and awarded task orders. This includes required reporting, modifications and equitable adjustments.

· Develop, negotiate and manage the SubKs and vendor contracts.

· Manage various SubKs and vendors and their services in support of CPG’s WPS PMO and international Task Orders (TOs).

  • Provide advisory assistance for any new request for proposal (RFP)/ request for quotation (RFQ) activities; review RFP/RFQ for risk assessment; provide advice for teaming strategies; draft/review Teaming Agreements and Non-Disclosure Agreements.

  • Manage SubK and vendor activities in compliance with Chenega’s Procurement Manual.

  • Maintain CPSR audit ready files and documentation.

  • Provide interpretation, guidance and risk assessment to the PMO on matters of a contractual nature.

  • Review terms, conditions and pricing for proposed contracts and subcontracts, and assist in contract negotiations.

· Review all aspects of proposed transactions in light of corporate policy, revenue recognition principles and applicable laws.

· Advises the PMO on any aspect of the project execution which deviates from the requirements of the Contract.

· Order, oversee and monitor procurements of subcontractor services and purchasing materials.

· Assist in the preparation of modification proposals; coordinate specifics of new tasks with internal customers; draft new contract language when required; develop pricing for additional funding; develop negotiation position; assist in negotiations, and interpretation of contracts.

· Research contract/subcontract issues, disputes, terms/conditions, etc.

· Maintain master hardcopy contracts and subcontracts files.

· Monitor contract cost performance; address notification of funding limitations; coordinate pursuit of new funding with the engagement team; and monitor contract profitability/projected budget.

· Manages bid and proposals with pricing, contracts review, representations and certifications, and FAR clauses. Prepares cost volumes, spend plans, estimates to complete and budgets.

· Establish processes and track all contractual actions to include NDAs, teaming agreements, subcontracts, prime contracts, and modifications.

· Type and design general correspondences, memos, charts, tables, graphs, business plans, etc.

· Plans and coordinates multiple presentations, disseminating information, and may organize program and customer wide events.

· Interfaces with: Operations, Program Control Management, and Chenega Anchorage staff.

· Occasional travel to CONUS locations and other international task order sites required.

· BS/BA degree in business related field. Jurist Doctorate degree is highly desired.

· Six or more years average experience in the project/contract administration field.

· Background working within a government contractor preferred.

· Experience with a DOS or DOD security contract a plus.

· Management of a contracts with values of $200M per annum a plus.

· Must have excellent working knowledge of the Federal Acquisition Regulations and other associated contracting regulations.

· Must speak, read, write, and understand the English language, apply written rules, detailed orders, instructions and reports.
