Summary:

· TheFinance Manager(FM) provides support to Program Manager, through information analyses (e.g. current processes, actual performance vs. budget and prior year, budget, etc.), preparation of operational data/analyses for publication to various constituents throughout the company. Primary responsibilities for theFMwill include assisting the Operations team in the Monthly Operations Review, identification of areas for cost reductions and operational improvements, annual budget process, periodic forecasting, and periodic analysis of operations performance. TheFMwill assist in developing “deliverables” for the Client, to includethe management of all finance personnel, and the performance and completion of all finance related tasks specified in the WPS ID/IQ base contract and all WPS task orders. TheFMensures compliance with all federal, state, local, Department of State (DOS) policies, procedures and regulations related to finance aspects of the contract and task orders. The FM supervises the performance and work flow of a staff consisting of program controller, treasurer, pricing and financial analysts.

· Develops, analyzes, monitors, and validates departmental budget and operating plan.

· Prepares detailed reports of cost estimates, cost variances, cost over and under runs.

· Manages the accurate completion and timely delivery of Data Requirement Documents (DRDs) and ensure compliance with DOS standards.

· Manage and utilize the Program Management Control System (PMCS) to track and ensure timely and effective delivery of ID/IQ and task order requirements, manage records, and required finance reporting.

· Provides timely & accurate performance data analysis in association with budgets and address’ any major deviations taking the appropriate action for correction or providing applicable rationale for variances.

· Compiles and prepares documentation outlining budget/operational needs for the immediate and long-range future.

· Reviews, monitors, and tracks purchase requests, lease agreements, subcontractor activities and other related budget/operational requirements.

· Ensures accurate budget/cost projections.

· Conduct feasibility studies, participate in staffing/cost proposals, and create other documents to monitor/track planning milestones.

· Provide information as required to the CPG Management Committee

· May be required to travel both domestically and internationally to subcontractor sites, vendor sites and task order locations, as necessary.

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

· Bachelor's degree in Finance Administration or related degree and five (5) years of related experience in finance practices and procedures. Equivalent combination of education/experience is applicable.

· One (1) year experience managing finance operations for contractor services to a U.S. Government customer. Familiarity with FAR is essential.

· Must possess demonstrated working knowledge of budget preparation/analysis and sound finance practice.

· Must speak, read, write, and understand the English language, apply written rules, detailed orders, instructions and reports.
