Job Summary

AECOM is looking for a creative and highly motivated Desalination Team Leader to be part of a team to support water engineering services, tendering support, and construction management for a large design/build/operate project in the Middle East. This team will provide the technical capacity to carry out engineering assessments, studies, designs, DBO procurement, and construction management in the water sector. This project will include water treatment and conveyance tasks. This position is contingent upon award of contract. This position is located in the Middle East.

This position will be responsible for, but not limited to, the following:

  • Assess existing desalination and conveyance proposals, studies and reports.

  • Prepare feasibility studies and environmental impact assessments and water quality analyses.

  • Evaluate alternative desalination processes and conveyance schemes.

  • Present alternative treatment processes to client with recommendations

  • Present alternative conveyance schemes to client with recommendations

  • Prepare preliminary designs and BOT tender documents for selected treatment and conveyance schemes.

  • Provide pre-construction contract services.

  • Provide engineering support to construction management teams during construction.

  • Assist with capacity building for water sector staff as a key factor in managing the DBO program.

  • Prepare and manage project schedules

  • Manage multi-disciplinary design teams of engineers, technical staff, and scientists

  • Establish design standards for projects, coordinated with associated program water project designs to provide an integrated design approach and consistent quality of tender documents across the entire program

  • Coordinate with local officials for preliminary design review and approvals

  • Coordinate local design teams and US-based AECOM design teams during design

  • Provide technical support to local CM services teams and US-based CM support teams

  • Assist with DBO management training of local staff

  • Other duties as assigned

Minimum Requirements

  • Bachelor’s degree in engineering or construction management

  • 10+ years of relevant experience in water/wastewater engineering and/or construction management with an emphasis on desalination facilities experience

  • Registration as Professional Engineer (P.E) or equivalent registration

  • Experience with MS Project or similar scheduling software

  • Experience managing design projects in AutoCAD or similar design software

  • Previous experience working overseas to support U.S. government agency projects

  • Fluency in the English language

  • Strong and professional communication skills, both spoken and written

  • Ability to work and live overseas to support project

  • Ability to pass all necessary screening requirements, including successful background check, substance abuse test, and medical clearance

Preferred Qualifications

  • U.S. citizenship strongly preferred

  • Previous experience living and working in the Middle East

  • Previous experience in support of USAID programs in the region
