Job Summary

AECOM is actively seeking a highly motivated Operations Manager to be part of a team to support a large water/wastewater engineering services, tendering services, and construction management project in the Middle East. This team will provide the technical capacity to carry out engineering assessments, studies, designs, and construction management in the wastewater and environment sectors. This project will include several wastewater tasks. This position is contingent upon award of contract. The program has an expected duration of five years. This position is located in the Middle East.

The Operations Manager is responsible for the following program office job functions:

  • Acquisition of supplies, services (including sub-consultancy services), and equipment through established procurement methods, processes, and thresholds that comply with the requirements of USAID and AECOM’s policies and procedures

  • Implementing practices necessary for compliance with USAID vetting practices and procedures

  • Implementing operational, accounting, and internal controls policies and procedures to ensure they comply with USAID rules and regulations

  • Identify gaps in internal controls or other compliance and operational areas and propose corrective actions for management's actions

  • Annual audit(s) and addressing any resulting audit recommendation(s) in a timely manner

  • Financial reports and vouchers in addition to tracking actual versus budgeted accounts in order to identify potential discrepancies

  • Developing and implementing recruitment and retention plans that are aligned with the project objectives and comply with USAID rules and regulations, as well as with the local labor laws for locally employed staff

Additionally the Operations Manager will provide in-house advisory support to technical staff in the area of construction contract development and tendering support.

Minimum Requirements

  • Bachelor's degree in related field

  • 10+ Years of experience with Contract Administrative Compliance, Finance and Procurement (FAR and/or AIDAR based Contracts), including 5+ years of progressively responsible supervisory experience, including direct supervision and performance evaluation of professional and support staff

  • Must possess demonstrated experience managing program based administrative, finance and support functions for large infrastructure/development programs in an international/developing country environment

  • Proficiency in Excel and basic Accounting software

Preferred Qualifications

  • Master’s degree in Business, Finance or Accounting

  • U.S. citizenship strongly preferred

  • Familiarity with BOT construction contracts and FIDIC contract format

  • Previous experience living and working in the Middle East

  • Previous experience in support of USAID programs in the region
