Job Summary

AECOM is seeking a Senior Program Manager with an active Secret clearance. This position supports the Fighters & Bombers Directorate (AFLCMC/WW), Light Attack System Division (AFLCMC/WWB) at Wright-Patterson Air Force Base (WPAFB), Ohio.

Responsibilities include:

In-depth acquisition and program management knowledge and experience to implement and promulgate DoD acquisition program management philosophy, policies and procedures to Air Force systems, subsystems, and equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their life cycles.

Manages and organizes resources and personnel needed to efficiently and effectively meet the objectives of each task, as well as explore new approaches as applicable within the performance of these tasks. Supports the acquisition program management of full life cycle requirements, subsystems and equipment.

Assist with the development of Memorandum of Agreements/Memorandum of Understandings (MOA/MOU), Statements of Objectives (SOO), Performance Work Statements (PWS), Statements of Work (SOW), Requests for Proposal (RFP), Mission Needs Statements (MNS), Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD)/Capability Production Documents (CPD), and Analysis of Alternatives (AOA).

Supports the review of proposals as assigned by the customer and assists in the coordination of documentation between functional resources (i.e. financial, management, procurement, engineering, and logistics) and the consolidation of inputs into common documents; assisting in planning for the accomplishment of various program milestones.

Assist in risk management, project management, process improvement support, and logistics support. Participate in process improvement activities as members of, or advisors to, Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs).

Assist in the collection of programmatic inputs from acquisition programs throughout their life cycles to include: research, develop, produce, test, acquire, field, sustain and modernize existing and advanced war-winning capabilities, on-time, on-cost, of the Fighters and Bombers (F/B) portfolio for the US and coalition partners.

Provide in-depth Foreign Military expertise for various Foreign Military Sales programs in all DoD acquisitions stages to include planning, execution, delivery, sustainment and program closure in accordance with DoD policies and guidelines.

Assist with the monitoring, reviewing, analyzing and coordination of security assistance issues concerning DoD and non-DoD agencies to ensure compliance with established policies, Letters of Request (LOR), and Letters of Offer and Acceptance (LOA), the Foreign Assistance Act, the Arms Export Control Act (AECA), and other relevant legislation.

Assist with the implementation and execution of assigned LOAs in accordance with the AECA, Security Assistance Management Manual (SAMM) as Defense Security Cooperation Agency (DSCA) Manual 5105.38-M and complete assigned projects with no or minimal assistance.

Assist with Pre-LOA development, statements of objectives (SOO), statements of work (SOW), and reviewing of proposals as assigned by the customer.

Provide in-depth acquisition expertise and advice to Security Assistance Program Managers (SAPMs), line managers, and functionals across all phases of the acquisition process and insight into areas relating to acquisition policy, streamlining, management, and lessons learned.

Minimum Requirements

Minimum requirements include 10 years of experience and a Master’s degree or a minimum of 20 years of experience and a Bachelor’s degree.

Must obtain and maintain a government security clearance at the required level.

Must be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel) and other standard (Customer specified) applications.
