CACI International Program Financial Analyst, Principal w/TS/SCI Poly (Fairfax) in Fairfax, Virginia
CACI is seeking a Program Financial Analyst, Principal to work in Fairfax, VA.
This is a fully funded hire supporting our client. Candidate must have a current Top Secret/SCI with Poly clearance.
The candidate will coordinate with all levels of the client’s Business Management Group team to gather relevant data, perform analyses, and communicate recommendations to the client for improving budget planning, execution, reconciliation and other financial functions to ensure accurate and efficient business practice and optimal budget planning decisions. The Candidate will be responsible for performing complex studies and analyses in areas such as budget forecasting, spend plan development, and development of data and tools to provide planning and execution support to the client’s team of plans, finance, contracting officers and contracting officers technical representatives. The Candidate will be responsible for developing, recommending and implementing process improvement initiatives to improve the client’s overall telecommunications bandwidth service delivery workflow.
The candidate will support the client’s management team, contract specialists and finance officers by performing specific analysis of consolidated financial data and developing appropriate tables and charts that correctly reflect analysis for presentation in briefings, reports, and business or financial case reports by project, program or portfolio. The candidate will support the client’s management team and customer account managers by formulating and performing simple and complex cost analysis for new telecommunication service requests and changes.
The candidate will act as a subject matter expert on financial analysis issues. The candidate will be responsible for the selection, adoption and use of proper statistical methods of analysis and presentation appropriate to a business problem. The Candidate will develop and maintain cost models and approaches for Budgeting, IT accounting and charging of telecommunications services. The Candidate will evaluate data quality, and advises on ways to improve data quality and ensure data integrity. The Candidate will monitor and report appropriate performance metrics to the client’s business management team leadership. The candidate will assist in the forecast and tracking of financial results throughout the year to meet budget projections. The candidate will support the client’s monthly billing and closing processes and will coordinate with the client’s business units to insure accuracy and timeliness of internal financial information. The candidate will develop accurate and timely monthly performance reporting to support strategic decision making based on financial analytics and will raise issues and concerns as required. The candidate shall support the development and implementation of cost recovery tools and methodologies to help improve the functionality of monthly statements, workflows and cost reconciliation. The candidate will function as a primary point of contact for the government client for matters specific to supporting COTR’s in the management of existing bandwidth contracts and forecasting of future bandwidth contract requirements.
RESPONSIBILITIES may include but are not limited to the analysis of historical bandwidth acquisition data and using that data in performing complex studies and report preparation for budget analyses, forecasts, financial plans, and spend plans. Additionally, the candidate will prepare as appropriate for the assigned project, briefings, documentation, and reports to include tables and charts that illustrate business analysis for presentations. The candidate will support to government Program Managers, Project Managers, and COTRs in preparing data for Program Management Reviews (PMRs) and Service Requirements Review Boards (SRRBs). This includes assisting PMs and COTRs with project tracking for all bandwidth procurement programs.
When required the candidate will also perform accounting functions to revenue by reminding delinquent account owners and notifying customers of insufficient payments. Additional RESPONSIBILITIES include preparing financial reports by collecting, analyzing, and summarizing account information and trends; maintaining accounting ledgers by posting account transactions, and verifying accounts by reconciling statements and transactions. The candidate shall resolve account discrepancies by investigating documentation of payments, adjustments, and stop payments. This position requires the candidate to maintain financial security by following internal accounting controls, securing financial information by completing data base backups, and maintaining financial historical records by filing accounting documents.
A current Top Secret / SCI with Poly clearance is required for this position.

Requires bachelor's degree or equivalent, and 10-12 years of related (technical program planning and implementation, contract interpretation, budget development and/or government project administration) experience.
Candidate is proficient with the BMC Remedy application.
Candidate has three years of experience in the telecommunications services industry
Candidate is proficient in MS-Office Suite applications

Certified Public Accountant (CPA)
Certified Management Accountant (CMA)
Certified Defense Finance Manager (CDFM)
Candidate has a Project Management Professional (PMP) certification
Additional experience is desired in the following areas: data warehouses / data marts; identifying and developing Business Analytic reports; use of Business Intelligence software, specifically the Micro Strategy application and BMC Remedy; developing business cases; business performance measures and developing and writing Policy and Standard Operating Procedure (SOP) documents including the ability to develop analytical documents. Knowledge of technical writing and documentation and the ability to document, create, and map processes and procedures across multiple business groups down to individual roles and RESPONSIBILITIES within the organization.EDUCATION & EXPERIENCE:
This position typically requires bachelor's degree or equivalent, and 10 to 12 years of related (technical program planning and implementation, contract interpretation, budget development and/or government project administration) experience, but for this position a Bachelor's Degree in an accounting related subject or higher plus 4-7 years; a Doctorate with 2 years; a Masters with 3 years; or an Associates with 8 years, is acceptable. Masters’ Degree (MBA) preferred.
