Job Summary

Compliance and Training Manager will provide guidance, training, and reviews of all compliance related activities within the function to comply with State and Federal procurement regulations and Public Laws. In addition, the Compliance and Training Manager will act as working manager/supervisor within the Procurement and Supply Chain Organization, providing training, compliance guidance, audit, and procurement and sourcing strategies.

Essential Responsibilities:

  1. Compliance strategies and training as it relates to Federal Acquisition Regulations, DFARS, DEARS, AFARS and Public Laws (e.g., Dodd Frank Act, Conflict Minerals, CUI, etc.)

  2. Provide guidance in the development, training, and management and maintenance of procurement procedures. SCM will deliver procurement training on regular basis.

  3. Perform audit tests to demonstrate adherence to policies and regulatory requirements.

  4. Identify gaps, training opportunities and process improvements. Follow up reviews to validate corrective actions have been implemented.

  5. Develop compliance metrics and benchmarks. Prepare weekly management report to include metric/KPI reporting.

  6. Assist in the negotiation of goods and services. Examinations of bids and proposals and ensuring awards are based on competition and fair and reasonable.

  7. Assist in the negotiation and implementation of Blanket Purchase Agreements (BPAs) and ensuring agreed upon forward costs are met.

  8. Assist in PCard audit reviews, Monthly Reports, and Oversight; Cardholder approvals

  9. Establish procurement strategies for acquisition, receiving, and tracking of program materials.

  10. Negotiates, documents, and establishing evaluation criteria and plan including but not limited to: documenting supplier’s capabilities; conducting evaluation of all proposals; creating purchase orders/contractual documents; and maintaining official complete electronic procurement files in SharePoint.

  11. Administration of purchase orders including: monitoring performance, prices, and certifications; exercising of options, conducting market analysis and negotiating prices; maintaining purchase order files; issuing modifications as necessary; assisting management in resolving supplier problems; and resolving invoicing issues with Finance and Accounting.

  12. Closes out of procurement files in accordance with records retention procedures. Oversees and coordinates terminations and resolution in accordance with Procurement Procedures and the Federal Acquisition Regulations.

  13. Provide functional direction to procurement personnel including site visits and audits.

  14. Complies with safety and corporate guideline on business ethics.

  15. Manage purchase requisitions and backlogs at an acceptable level.

  16. Negotiates, justifies, and issues purchase orders for supplies and services in accordance with company policies and procedures.

  17. Review and coordinates supplier invoicing issues with Finance and Accounting. Monitors the Small Business (SB) and Small Disadvantaged Business (SDB) Program, and the Labor Surplus Area Program. Identifies potential sources for compliance with the SB and SDB Programs.

  18. Other duties as assigned

Minimum Requirements

  • Bachelors or higher degree in Business, Management or in a technical discipline or any combination of formal training and experience in the field of Contracts and Procurement, equivalent to 10 or more years.

  • 10+ years Experience in Procurement

  • 5-10 years in an oversight and/or Compliance role

  • In-depth knowledge of contract types such as cost-plus, fixed-price, cost reimbursable, the Service Contract Act, FAR and DFAR clauses and special provisions.

  • Experience auditing procurement files for Compliance

  • Experience providing staff training in Compliance

  • Experience developing compliance metrics to support to support Federal Regulatory requirements.

  • Possess an in-depth working knowledge of the accounting functions.

  • Computer literate and possess knowledge of computer-based tools to include database maintenance, personal computer operations, word-processing and spreadsheet software.

  • Knowledge of Cost Point procurement system.

  • Good written and verbal communication skills to effectively accomplish the duties and tasks of the position.

  • Qualify for and maintain a government security clearance

  • Possess a current state issued driver’s license.

Preferred Qualifications

  • Certification as a Certified Purchasing Professional (CPP) or related certification highly desired

  • CPSR Documentation, Supply Management and Negotiation Skills
