Job Summary

AECOM is seeking a Proposal Specialist to join our business development team in Germantown MD. In this position, you will be responsible for supporting Federal Government proposals through the acquisition life cycle. You will work collaboratively with Proposal Managers and proposal development teams. The Proposal Specialist is responsible for version control of all proposal documents; distributing, receiving, and processing data calls, managing proposal schedules, scheduling meetings and the logistics to make meetings smooth and successful, and for managing the production process for proposals prior to color reviews and submission.

The Proposal Specialist will be part of creating and growing an established, well-respected Proposal Operations Center. This is a position for a motivated individual who wants to make a difference in a large and successful company. In addition to supporting proposal development activities directly, the Proposal Specialist may be given ownership of projects supporting the maintenance and expansion of a robust proposal operations infrastructure, including information technology assets, processes, style guides, and a comprehensive and supportive proposal content library.

Primary job responsibilities include:

  • Supporting the process of analyzing solicitation documents and digesting submission requirements into compliant response templates (e.g., compliance matrices, proposal outlines).

  • Establishing and coordinating schedules and meetings.

  • Responsible for creating contact lists, meeting packages, and teammate coordination

  • Coordinating, tracking, properly filing, and accounting for all incoming/outgoing information, including data calls, proposal content, graphics, and other proposal-related documents and files

  • Maintaining version control of all proposal documents through the use of software tools such as SharePoint or other company-provided tools.

  • Assisting proposal team members with the use and access to proposal SharePoint sites, and also create folders on the site as necessary.

  • Ensuring that all proposal documents and graphics remain in compliance with solicitation requirements, and AECOM style guidelines.

  • Closely working with proposal Subject Matter Experts (SMEs)/writers while editing and performing general quality control on all proposal content at multiple points in the proposal development process.

  • Performing desktop publishing activities

  • Managing the final production of proposals both electronic and hardcopy submissions (including packaging and properly marking proposal boxes).

  • Performing assigned administrative functions in support of proposal manager

Minimum Requirements

  • Must have at least 7 years of experience working in similar roles preferable in a federal proposal and/or business development environment.

  • Strong attention to detail, highly organized, and able to enforce version control and configuration management on teams with strong personalities

  • Able to work on both team-based and independent tasks with equal effectiveness (this position will have a strong mix of both) and to prioritize tasks as needed to accomplish all assigned tasks

  • Expert-level proficiency with Microsoft Word, Excel, PowerPoint.

  • Possess initiative and ability to work effectively in high-stress situations with tight deadlines

  • Able to work on a flexible schedule, which may include working long and/or irregular hours

  • Hold or be able to obtain a security clearance

Preferred Qualifications

  • Experience with desktop publishing programs such as Microsoft Publisher or Adobe InDesign, and with graphics programs such as Adobe Illustrator or Photoshop

  • Experience with Microsoft Project, SharePoint

  • Creating rudimentary proposal graphics (e.g., organizational charts and process flow diagrams).
