Eaton Corporation Global Trade Management Lead Analyst in Grand Rapids, Michigan
Eaton’s Aerospace Group is seeking a Lead Analyst for its Global Trade Management Division. The Lead Analyst will be located at one of Eaton’s Rumford, RI, Beltsville, MD or Grand Rapids, MI locations.
Position Overview :
The position of Lead Analyst is primarily responsible for day to day processing of import and export activity, maintaining various Trade reporting systems and related classifications, valuation, trade authorizations and recordkeeping mandated by the respective government agencies as appropriate to assigned business location(s). This position has primary responsibility over Eaton’s Aerospace sites located at Rumford, RI, Beltsville, MD and Grand Rapids, MI. This position functions as the GTM expert at the site(s) level, and is a resource for import and export operations and compliance matters. The Lead Analyst develops and maintains thorough and current knowledge of international trade laws and regulations applicable to Americas activities, and ensures full deployment of Corporate GTM standards throughout the Americas to assigned business location(s). This position will contribute to the development, implementation and governance of international trade policies to ensure full compliance with US and international regulations regarding import and export of materials, goods and technology.
Essential Responsibilities :
Develop and deploy throughout assigned Business Units all applicable compliance processes and procedures in conjunction with various other functions within Eaton and external resources.
Establish formal engagement and provide leadership to deploy GTM trade standards across the division and sites assigned.
Evaluate GTM Americas assign site(s) compliance status with various regulatory bodies including but not limited to the International Traffic in Arms (ITAR); Export Administration Regulations (EAR); Foreign Trade Regulations (FTR); Customs and Border Protection (CBP); and Office of Foreign Assets Control (OFAC)
Undertake and independently investigate possible violations of international trade compliance regulations or policies or procedures; coordinate with the Legal department on communications with government requests for information, including assisting with government export audits and/or filing disclosures
Develop and execute strategic investigative plan to tight deadlines, involve multiple stakeholders, and collect and analyze various records and potentially compiling large volume sets of export and import reports/metrics; communicate trade compliance related policy, procedures, and economic issues that affect Americas Division’s operations.
Engage with America’s Aerospace site(s) senior leaders on strategies and initiatives that affect GTM and where trade matters may impact strategy. Provide regular reports to Corporate GTM and Division/Group leaders on the status of Eaton’s GTM program in the Americas Division, current initiatives, and outstanding GTM matters.
Develop clear understanding of various Eaton disciplines (Tax, Legal, Finance, Supply Chain) and operational disciplines as they relate to international activities.
Support site(s) export compliance program: annual export site assessments/audits, review foreign national employment, review site visitor requests, develop and management Technology Control Plans, export/import recordkeeping, employee export/import training, manage license process, provides export/import control guidance and monitors export/import shipments to ensure no gaps in coverage due to expirations or changes in US import/export regulations
Support site(s) import compliance program: annual import site assessments/audits, review imports and ensure compliance with pre and post entry activities, audit customs entry packages to ensure compliance and accuracy, answer to CBP requests associated with CF28, CF29, protests,, refunds, and drawback. Assist in compliance with the companies trusted trader programs such as: C-TPAT, CEE, and ISA programs.
Support compliance of jurisdiction and compliance of Eaton products (USML, CCL, Schedule B/HTS/Country of Origin)
Basic Requirements :
Bachelor’s degree from an accredited university.
Minimum of 5 years of direct import and/or export compliance experience in military and dual use exports.
Must be legally authorized to work in the United States without corporate sponsorship now or in the future.
This position requires use of information which is subject to the International Traffic in Arms Regulations (ITAR). All accepted applications must be U.S. Persons as defined by ITAR. ITAR/EAR defines a U.S. person as a U.S. Citizen, U.S. Permanent Resident (i.e. ‘Green Card Holder’), Political Asylee, or Refugee.
No relocation offered. Candidates must reside within a 50 mile radius of Rumford, RI, Beltsville, MD or Grand Rapids, MI to be considered.
Preferred Qualifications :
Experience drafting and submitting export authorizations licenses and agreements and interpreting and providing assistance in ITAR/EAR regulations associated with controlled US government commodities, technologies and services.
Familiarity with US government software: ACE and DTRADE
ITAR Empowered Official experience
Excel & MS Office proficiency.
Proficiency with SAP.
US Brokers License.
