Job Summary

AECOM is currently seeking a Chief of Party (COP) for an anticipated five-year, $49 million USAID-funded Guatemala National Institution Strengthening for Accountable Government (NIS) Activity. This programwillincrease the effectiveness, accountability and transparency of the Government of Guatemala (GOG). The project will focus on the following identified priority areas:

  1. Budget Planning: strengthening the GOG’s ability to prepare its yearly budget and to implement multi-year budget preparation;

  2. Budget Execution: improving the GOG’s ability to execute funds;

  3. Budget Oversight: improving the quality and quantity of audits;

  4. Revenue Generation: improving the GOG’s ability to collect taxes, address evasion, and increase revenue; and

  5. Civil Service Capacity: improving civil service capacity, retention rates, transparency, and accountability.


  • Responsible for overall strategic development, program management, and program implementation, ensuring application of international best practices consistent with client expectations.

  • Ensures program results and outcomes to client satisfaction, including timely deliverable submission, assignment completion, and quality assurance and control.

  • Supervises all field-based program technical staff, consultants, locally hired support staff, and partners.

  • Responsible for communications with USAID/Guatemala and liaising with the GOG and other institutions/stakeholders on issues related to the NIS project.

Minimum Requirements

  • Advanced degree in a field related to government, public administration, public finance, or other relevant field.

  • Minimum 10 years of progressively responsible work experience on internationally funded projects with significant management or oversight roles

  • Prior Chief of Party or equivalent experience on projects of similar scope and size

  • Deep understanding of, and experience working in, the governance sector and activities focused on national government strengthening and improvement

  • Experience managing complex programs in Latin America

  • Written and oral fluency in English and Spanish.

Preferred Qualifications

  • Direct experience in the governance sector in the Latin American context preferred

  • Experience managing USAID-funded projects preferred

  • Prior experience working in Guatemala preferred
