Job Summary

AECOM is seeking an Electronic Warfare Subject Matter Expert to support the US Navy Fleet Electronic Warfare Center. Candidate will provide subject matter expertise in all aspects of Joint and Navy Electronic Warfare Planning and coordination of spectrum dependent systems and networks in support of Fleet operations. This includes development of technical concepts and practices in order to support US Navy Electronic Warfare readiness across DOTMLPF (Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities); support to Strategic, Operational and Tactical Planning; Operational Support and Fleet Training; Fleet EW Training and Equipment Requirements Development and Support; and Workforce Development and Readiness Reporting.

Minimum Requirements

Shall possess a minimum of a Bachelor's Degree or equivalent (8 years of experience in lieu of a degree) and 10 years’ experience operational leadership experience equivalent to a US Navy shipboard division officer (0-3/0-4), chief petty officer (E-7/8), or chief warrant officer (CWO 3/4) with Navy or Joint Staff experience providing C2/CO support, and having knowledge and understanding of applicable technical concepts and practices in order to support C2 Warfare readiness across the DOTMPLF (Doctrine, Training, Materiel, Personnel, Leadership, Facilities).

Candidate must possess demonstrated experience in general doctrine and CONOP development, Joint and Navy concept development and experimentation, Navy or service equivalent C5I capabilities, warfighting areas, and organization/planning/communication skills to support all facets of NAVIFOR’s/IWDC’s mission. Must be proficient in Microsoft Office Tools. Must be a U.S. citizen with an active TOP SECRET/SCI clearance. Additionally, candidate must possess:

  • A thorough knowledge and experience with regulatory requirements detailed in applicable Department of Navy policy (e.g., OPTASK Communications, OPORD 2000/40000 Annex K), and Joint Force policy (e.g., Operations Order 15-002 (USCYBER), Computer Network Defense Service Provider (DISA) regulations and procedures, and CJCSI 6510)

  • Be familiar with Command and Control/Cyber Operations and the application of all aspects of Multi- level C2/CO applicable to planning and coordination of spectrum dependent systems and networks in support of Fleet operation.

Preferred Qualifications

  • Interface Control Officer ICO (NEC 0350, E7 and above), OS A school , OSC School Track Data Coordinator (TDC), Intro to MTN (JT- 101), MAJIC (JT-102), Multi- TDL planners course (JT-201)

  • Global Command and Control System Common Operational Picture/Maritime 4.X (GCCS NEC 0340), Multi-Tactical Digital Information Link Operator (TADIL NEC 0348)

  • Information Communication Manager Course, ISSM Course, IT A school (NEC2790) IT C school (NEC 2780 NSVT)

  • Joint Deployable Communication school (FT Gordon GA), EKMS Manager, Tech Control Basic Course, CSC Supervisor

  • JPME I or II graduate, Enlisted Warfare Specialist

-Ten years of progressively responsible experience directly related to Command and Control and or Cyber Operations management.

-Three years of operational experience in any combination of C2 operations as a GCCS-M Systems Administrator, or in a senior Communications/Combat Systems Information billet afloat

-A graduation certificate from a Interface Control Officer ICO, and or Information Communications Manager Course

-A graduation certificate from Global Command and Control System Common Operational Picture/Maritime 4.X, or Multi-Tactical Digital Information Link Operator,

-Two years’ experience year of experience in coordinating with either GCCS-M, ADSI or JRE TADIL system
