Position Title Shovel Operator - RSS II

Purpose and Scope:
The incumbent operates shovels consisting of a revolving deck with a power plant, driving and controlling mechanisms, usually a counterweight, and a front attachment, such as a crane ("boom") which supports a handle ("dipper" or "dipper stick") with a digger ("bucket") at the end. "Dipper" is also sometimes used to refer to the handle and digger combined. The machinery is mounted on a base platform with tracks or wheels, with bucket-equipped machinery, powered either electrically or a gasoline/diesel fueled system.
Equipment is used to excavate trenches or pits, load or stack material, or move and distribute dirt, gravel, or other materials.
Excavates or stockpiles material on roads and a variety of construction sites.
Rips rock, cuts slopes, pushes scrapers, and digs sumps
Clears land of trees, rocks, etc. for construction sites
Feeds crushers or batch plants; removes aggregate from under conveyor belts
Performs lifting or material handling duties associated with job.
Performs operator daily inspection, and equipment maintenance tasks, including fluid levels, tire pressure, etc.
Operator may read and interpret grade and slope stakes and simple plans, and may grease, adjust and make minor emergency repairs to equipment.
Perform all other position related duties as assigned or requested.
Position is represented by a Union Collective Bargaining Agreement (CBA).
Minimum Position Knowledge, Skills, and Abilities Required:
High school diploma or equivalent is required. Two years of experience as an Equipment Operator or completion of recognized apprenticeship program. Possess journeyman status. Must receive Hazardous Materials Handling within 90 days of hiring and every two years thereafter. Must possess a Class AB Commercial Driver's License (CDL) with a Hazardous Materials endorsement. Must be physically qualified in accordance with the Federal Motor Carrier Safety Regulations. Must be able to pass a driver skills test by CDL standards. Possess an active government Top Secret Security Clearance. Possess a valid state issued driver’s license.
Work Environment, Physical Demands, and Mental Demands:
Work is primarily performed outside at construction sites in all weather conditions. Work is also performed in a shop environment that is moderately lighted, heated and ventilated, is exposed to disagreeable fumes and to cuts and bruises from using tools in close placed and hazards of moving vehicles such as forklifts and sweepers in shop area. The employee frequently is required to walk; reach with hands and arms; and stoop, kneel, crouch, or crawl and work in tiring and uncomfortable positions. The employee is occasionally required to sit, climb or balance, and taste or smell. Frequently lifts items weighing 40-45 pounds and occasionally in excess of 50 pounds. The employee is frequently exposed to moving mechanical parts, extreme heat, and vibration. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles; outside weather conditions; extreme cold; and risk of electrical shock. The noise level in the work environment is usually loud, or may include unsafe conditions, questioning nonstandard operations or environmental factors that may involve unmitigated hazards, and providing feedback to supervisors and managers on all safety issues.
