The Operations Planning Manager serves as an integral member of the Operational Performance Team. Supports the Vice President of Business Improvement-Operations in all key team activities, including Run Cutting and Scheduling assistance for locations. Establishes active working relationships with our clients to facilitate transmission of operational specifics including, but not limited to Bus Time Tables. Works closely with regional personnel in developing programs and tools to maximize labor utilization and work force efficiencies.
Provides Run Cut and Scheduling assistance to all properties through use of the designated software programs and utilities, currently Hastus, as determined by the Vice President, Business Improvement-Operations.
Communicates extensively with clients to both ensure work is delivered, on -time, per specifications, and to encourage operational improvements in service efficiency and effectiveness.
Supports Region and Business Development department with pricing run-cuts and other scheduling activities.
Monitors implementation and progress of key Business Improvement initiatives.
Assists with evaluation, recommendation, development, and implementation of transit related software tools.
Assist in the development and teaching of appropriate training materials for use at in-house university to train field personnel in use of selected and deployed labor management techniques and tools.
Ensures compliance with local wage and hour laws related to transit workers in developing work schedules and run cuts, including Wage Order 9 Compliance.
Provide technical assistance to labor negotiating team(s) regarding impact of proposed and current work rules during collective bargaining process.
Interface with other corporate support groups/personnel as necessary to assist operating personnel in achieving performance and profitability targets.

Education, Licensing, and Certifications:
- Prefer Bachelor’s degree in Transportation Planning, Operations Management or IT related field. An acceptable combination of education and experience may be substituted.
Skills and Knowledge (Required):
Ability to produce efficient run-cuts.
Ability to manage the delivery of run-cuts in a very time sensitive environment.
Ability to build trust in the field with local staff through integrity, respect, and effective communication and timely delivery of Run-Cuts.
Possess strong organizational, presentation, and communication skills (both oral and written).
Ability to work independently, efficiently, and accurately with little direct supervision.
Ability to think creatively and strategically to anticipate changing requirements and serve as a change agent within the organization.
Detail oriented, with excellent follow-up skills.
Ability to solve problems in a practical and pragmatic manner.
Skills and Knowledge (Preferred):
Hastus Software experience is preferred.
Proficient with Microsoft Office Suite, preferably Excel.
Knowledge of transit-related software programs including but not limited to; Avail, Next Bus, TMS, GBM, or Trapeze Blockbuster is a plus.
Knowledge of California Wage Order 9 laws and their impact on Run-Cutting strategies, actual run-cuts, and implementations.
Normal office environment (work from home potential)
Extended hours occasionally necessary
Remote work available with travel at approximately 50%
