The responsibilities of this position include, but are not limited to:

  • Provide procurement leadership and support wide variety of standard and specialized procurement activities

  • Issues RFIs/RFPs, negotiates, awards, and administers subcontracts and purchase orders in Firm-Fixed Price, Time and Material, Labor Hour and Cost Reimbursement environments

  • Responsible for all aspects of sourcing and subcontract administration, as well as challenge the business when projects depart from basic procurement principles Interface with technical organizations in development of pre-procurement plans, statements of work, and costs estimates

  • Negotiate, place, and administer purchase orders and modifications with suppliers for complex material and service requirements following established policies and procedures

  • Prepare written procurement documents such as justification for award, negotiation memorandums, and cost/price analysis

  • Review and settle claims and termination actions

Minimum Requirements

  • Bachelor’s Degree

  • 3+ years of related experience in procurement and subcontracting of services

  • Experience with leading sourcing operations, negotiations of terms and conditions, and other procurement related matters

  • Experience supporting industries such as Oil and Gas, Environmental, Construction

  • Proficiency in Microsoft Office: Excel, Word, and Outlook required

Preferred Qualifications

  • Proficiency in subcontracting for Professional and technical Services, Staff Augmentation, and Engineered Equipment

  • Fully understands subcontracting terminology, measures, concepts and principles for compiling bid proposals

  • Prior experience with strategic sourcing

  • Ability to work independently and drive multiple simultaneous procurement processes

  • Ability to recognize and consider inter-dependencies between internal clients, subcontractors, and other stakeholders

  • Strong Analytical and Problem Solving skills

  • Strong commercial focus

  • Ability to communicate clearly and effectively (written/verbal) in both Spanish and English
