Summary:

The Operations/Training Manager is responsible for a fully trained contractor Protective Force (PF). The Operations/Training Manager is responsible for exercising leadership, maintaining high morale, directing and inspecting the performance of personnel assigned to their site. This includes overseeing the scheduling, work distribution, training, answering of questions related to work, and solving problems. The Operations/Training Manager must have complete knowledge of the site, all building and facilities, post orders, emergency contact list, emergency procedures, special instructions and all post duties at the site.

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

  • Represent and act on behalf of the Program Manager during his absence, synchronize and coordinate intra department support.

  • Serves as the primary liaison with organized labor under the CBA (if applicable).

  • Ensures efficient and effective planning, staffing and managing of all PF functions at the site.

  • Ensures compliance with Federal, State, local, DOE, laws and regulations and requirements and site energy management conservation regulations, collective bargaining agreements, security, safety, and other specialized programs or contractual requirements relating to the business of his/her section, working within the limits of established policy.

  • Will verify that all officers receive and understand new, changed, or special instructions.

  • Conduct investigations into security matters and report findings to chain-of-command and the client.

  • Will accurately maintain all field file records of employees assigned to the site. These records may include, but are not limited to, time and attendance, disciplinary actions, promotions, demotions, commendations, status/payroll change reports.

  • Manages the staffing of posts at the site in order to ensure complete coverage. This includes, but is not limited to, coverage for vacations, illness, and call-offs.

  • Will review and ensure clarity, completeness, accuracy, and legibility of all written reports, timesheets, & logbook entries.

  • Keeps post orders & operations manual accurate and up-to-date.

  • Maintains daily liaisons with DOE officials to ensure the terms of the contract are being met to the client's satisfaction and expectation.

  • Has complete authority over assigned personnel to ensure the accomplishment of quality work.

  • Maintains high standards of competency, conduct, and integrity of all personnel.

  • Integrates safety into management and work practices with the at all levels within the PF to ensure contract requirements are accomplished while protecting the public, workers, and the environment.

  • Coordinates administration of the HRP for PF personnel with the responsible contractor(s).

  • Procures and maintains equipment necessary to ensure operability and support the sites’ protection strategies.

  • Ensures all PF personnel are equipped with DOE approved uniforms and equipment.

  • Implements an effective and comprehensive contractor assurance system that provides a comprehensive performance testing and analysis capability that supports the following: Vulnerability Assessments (VA); ongoing PF training; selection and implementation of security technologies; preparation of the respective site security Plans; and development and execution of force-on-force exercises.

  • Develops strategies and plans to ensure continued protection of security assets and identification of operational efficiencies.

  • Provides appropriately-cleared and qualified PF personnel, with sufficient numbers of HRP certified employees, to provide required security services.

  • Develops and implement PF tactics designed to mitigate threats to Departmental assets as defined in DOE policy.

  • Develops and implements security procedures, post/patrol/general orders, plans, and directives in support of mission requirements and risk management objectives in concert with the responsible vulnerability assessment organization.

  • Prepares contingency plans for situations including, but not limited to, changes to security conditions, demonstrations, adversary threats, work stoppages, emergency response and evacuation requirements.

  • Provides certified armorers with the knowledge, skills, and abilities to conduct inspection, maintenance, and repair of all site firearms.

  • Provides canine services to deter potential threats and enable effective explosive detection and surreptitious entry detection as necessary.

  • Provides Security Officers (SO), as appropriate, to support functional responsibilities. PF personnel designated as SOs shall meet the applicable medical qualification standards.

  • Provides Security Police Officers (SPO) to support site protection strategies as documented in the Site Security Plan. SPOs may perform duties associated with any PF assignments for which they have been properly trained and qualified. PF personnel designated as SPOs shall meet the applicable medical and physical readiness qualification standards.

  • Provides qualified personnel capable of operating sophisticated central and secondary alarm centers to monitor and assess automated alarms and dispatch appropriate response personnel to alarm conditions.

  • Provides personnel to operate a central communications center for PF command and control.

  • Provides support for the Oak Ridge Operations Center (OROC) for activities such as emergency notification and reporting; emergency response organization activation; and general or special communication situations.

  • Provides PF supervisors that are knowledgeable of DOE requirements and possess leadership skills commensurate with their assigned supervisory level.

  • Provides leadership to on-duty PF personnel to ensure effective performance of their duties.

  • Provides command and control for emergency and other security events.

  • Establishes a high quality integrated training program based on mission essential tasks lists (METL) and/or job analyses.

  • Ensures PF personnel are fully trained and cognizant of Rules of Engagement including limited arrest authority and use of force.

  • Provides professional development for all PF personnel.

  • Provides leadership and transition training for PF personnel selected for management or supervisory positions.

  • Develops, implements, and conducts training exercises to include force-on-force exercises.

  • Develops and implements a PF Annual Training Plan based on METL and/or job analyses.

  • Maintains PF personnel with appropriate access authorizations and certification in an HRP when required.

  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Supervisory Responsibilities:

  • Oversees and directly or indirectly supervises all security force officer personnel on the contract.

  • Bachelors’ degree in a related field, such as law enforcement, police science, police administration, or criminology.

  • Equivalent education/experience is applicable.

  • Eight (8) years’ experience in security or law enforcement administrative and operations experience in the armed forces security police or civilian equivalent or related field five (5) of which is at the supervisory level.

  • Must be at least 21 years of age.

  • Must possess and maintain a valid state driver’s license.

  • Must possess and maintain a Q clearance.

  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.
