Job Summary

AECOM is seeking an Electrical Senior Project Engineer with experience in the design of electrical power system on High-Voltage, Medium-Voltage Substations and power distribution system for immediate employment in the Oakland, CA office.

This position will augment the expansion of our Western Region Transmission & Distribution program as well as high voltage power supply to industrial substations with high voltage substation transformer belonging to customer with point of common coupling (PCC) at HV or HV substation belonging to utility, in which case PCC will be at medium voltage.

The responsibilities of this position include, but are not limited to:

  • Detailed design of substation physical layouts, power system phase and ground fault protection relays, lightning and switching protection, conduit and cable plans, substation ground grid design and analysis based upon IEEE Std. 80

  • Generate single line and three-line diagrams, HV and MV breakers local and remote control schematic diagrams, local and remote alarm system using PLC/SCADA and HMI devices

  • AC and DC control panel schematics and wiring, breakers DC control schematics

  • Equipment layout inside the building, lighting design, HVAC ventilation and fire alarm and protection system

  • Coordination with structural, civil, architects and utility incoming transmission line, and development of coordination steps for equipment layout and coordination design

  • Complies with state law and utility requirements related to practice of engineering

  • Overall technical performance and quality of engineering and design on all assigned projects in his/her area of responsibility

  • Provides technical guidance to engineers, designers, and specialists

  • Preparation and execution of project scope within electrical discipline.

  • Check and review the work sequence, general content, and the methods used to generate specifications for the purchase of material, equipment, systems, services, or construction within electrical discipline

  • Identifying, preparing and checking of calculations as well as the approval, revision, retention, and storage of calculations within electrical discipline

  • Review, checking, of electrical construction drawings

  • Collection and/or evaluation of data and information regarding technical and economic factors including physical, electrical, environmental, maintenance, operational, regulatory, constructability, and/or schedule factors relating to a specific subject within a discipline

  • Assists with the development of manpower, man-hour, and engineering cost requirements for a project and can monitor it to aid in evaluating the budget

  • Leads estimating tasks and performs material take-offs for electrical estimators for estimation purposes

  • Understands and assists with the planning and scheduling of engineering tasks for electrical discipline

  • Fully versed in the project change control process and can identify potential changes

  • Has an advanced level of knowledge of discipline's equipment and material lists, and has the ability to instruct others in understanding their use and requirements

Minimum Requirements

  • Bachelor of Science in Electrical Engineering from a 4-year accredited college or university

  • 10+ years of experience in electrical engineering/design of high voltage and medium-voltage substations. Experience must include physical design, control, protection, metering and communication requirements for substations, including short circuit, load flow, relay coordination, grounding studies, and utility interfaces

  • Professional Engineer License (PE) in California is necessary

  • Must be familiar with the National Electrical Code, National Electric Safety Code and NERC Requirements

  • Must be familiar with all utility interface requirements to assure safe design of the substation.

  • Must be experienced in HV and medium voltage power system equipment and protection with HV 230 kV and 115 kV and medium voltage, 34.5 kV, 25 kV, 13.8 kV and 12 KV through knowledge of oil filled HV transformer protection, metal enclosed and metal-clad medium voltage switchgear protection

  • Shall be experienced in detailed design of outdoor substation equipment using both air circuit breakers and SF6 breakers

  • Must be able to development design and layout of indoor medium voltage switchgear using SF6 or vacuum circuit breakers and automatic local and remote control

  • Must be able to make innovation design of fitting the equipment in limited spaces for the existing space limitations for new equipment

  • Should be familiar with seismic requirements and design of electrical power system in seismic zone 4 area

  • Must be able to work and guide other engineers for efficient design package of design consisting of plans, spec and engineers cost estimate

  • Fully versed in the project change control process and can identify potential changes

  • Must Understand the external factors that impact specific engineering problems

  • Must Understand the use of requisitions and the role of materials management

  • Must Understand and reviews interdisciplinary vendor documents

  • Qualified applicants who are offered a position must pass a pre-employment substance abuse test

  • Must possess a valid driver’s license
