Kaiser Permanente Executive Consultant III in Oakland, California

This position exists to lead the projects, portfolio of work, and strategy of the department/function for a Senior Executive (direct report of Region President). On behalf of the executive, the incumbent oversees the functional area operations including budget, goal setting, portfolio management and strategy. The position structures undefined issues for resolution, researching issues, summarizing information and working with relevant stakeholders to provide the executive with the information needed to make sound and timely decisions. The incumbent may routinely represent executive in communications with direct reports and outside clients.May manage other support staff.

Essential Responsibilities: Functional Area Management: - On behalf of the executive, is responsible for the portfolio and strategy management of the functional area. - Drives internal planning processes associated with the development and monitoring of a functional area goals and priorities. Supports broader organization goal setting processes, including executive and LMP goal development, and establishes quarterly goal reviews. - Directs the development and execution of the functional area's operating and capital budgeting process, as well as ensures the development of accurate monthly forecasts. - Establishes and supports the communication strategy for the executive and their direct reports. - Coordinates with Human Resources and establishes internal processes which ensure appropriate salary planning, leadership development and recruitment policies and practices are in place within the functional area. - May administer senior leadership human resources initiatives, including compensation, executive search, succession planning, and management continuity. - Supports the planning, management and execution of key business processes associated with management of the applicable functional area, including but not limited to performance management, strategic planning, communications, and tactical initiatives. - Applies process improvement methods and tools to improve and/or redesign organizational business processes. - Leads and/or participates on high priority projects for the executive. - Partners with direct reports of the executive to achieve functional area and organizational objectives. Executive Consultation and Leadership: - Structures undefined issues for resolution, researching issues, summarizing information and working with relevant stakeholders to provide the executive with the information needed to make sound decisions. - Provides leadership, consultation and analysis regarding state-wide, cross-entity or cross-functional performance and strategic opportunities. - Identifies and recommends approaches to issues and identifies the most effective means of solving the issues. Facilitates committees and task forces of diverse membership. - Ensures the delivery of high quality results on time. - Acts as a communication liaison between the executive and direct reports by providing advice and speaking for the executive. - Assists and advises direct reports to ensure their recommendations and reports to senior executives are coordinated across the organization and thoroughly crafted. - Partners with a variety of individuals from other entities, other regions, national program, and labor on behalf of the executive on projects or on issues that require resolution. - Prepares formal presentations for the executive as well as papers and public statements. - Develops, leads and monitors the office budget. - May manage other support staff. Project Management & Consulting: - May independently lead and/or facilitates the achievement of organizational goals and objectives on behalf of the executive. - May lead large projects or oversee regional programs such as complex improvement projects to identify and resolve issues of strategic importance to the company.For example: development and execution of a functional area re-organization, or leading the development and execution of an organizational improvement strategy. - Develops proposals outlining proposed project structure, approach and work plan. - Designs research plans for data gathering and analysis. Interprets analysis and develops action plans accordingly. - Provides direction to content experts of the responsible technical area. - Provides leadership and expert consultation on the design, development, and implementation of programs.

Qualifications: Basic Qualifications: Experience - Minimum eight (8) years of experience in consulting, operations or project management in a health care setting. Education - Bachelor's degree in business administration, economics, health care administration, operations research, public health administration, or other related field OR four (4) years of experience in a directly related field. - High School Diploma or General Education Development (GED) required. License, Certification, Registration - N/A

Additional Requirements: - Demonstrated knowledge of the intricacies of hospital/HMO/medical offices operations and practices. - Demonstrated understanding of the operations and/or business of KP, health policy trends, and any applicable regulations related to relevant issues. - Demonstrated ability to determine key business issues and develop appropriate action plans from multidisciplinary perspectives. - Demonstrated performance in strategic/operational analysis and planning, analytical techniques, financial and market assessments. - Proven leadership skills in project management and consulting. - Must exhibit efficiency, collaboration, candor, openness, and results orientation. - Ability to exercise good judgment and political astuteness. - Superior communication, consulting, facilitation, negotiation, conflict management, problem resolution, change management skills and consensus building skills. - Ability to adapt to constantly changing priorities in managing a wide range of projects. - Demonstrated ability to structure, drive and execute complex multi-disciplinary issues to closure with minimal direction. - Proven ability to effectively manage in ambiguous situations with minimal direction. - Proficient in team building, conflict resolution, group interaction, project management, and budget management. - Demonstrated ability to lead professionals and manage others through influence and collaboration. - Outstanding written and oral communication skills required. - Demonstrated ability to conduct and interpret quantitative/qualitative analysis. - Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications: - Experience in applicable functional area operations, at least at managerial level preferred. - Experience with business process improvement and the tools and data requirements for supporting an effective business process improvement project. - Master's degree preferred. - Familiarity with Kaiser Permanente organization and operations for applicable area, and personnel highly desired.
