The Proposal Development Consultants manage multiple simultaneous renewal requests for National Accounts, and respond to requests for information (RFI),or requests for proposal (RFP)periodic surveys by major employee benefit consulting firms, and inquiries from KP staff and outside publishers. In the process, Proposal Consultants at various levels develop and communicate the information and the market positioning of Kaiser Permanente. Proposal Consultants provide customer-centric answers to frequently asked questions, and review answers provided by all Kaiser Permanente Regional Health Plans to ensure quality. The Proposal Consultants will also undertake a number of critical projects essential to support the sales and marketing needs of the business, while working independently or in collaboration with Sales, Marketing, Pricing, Product and other Health Plan and Medical Group professionals.
Essential Functions: - The National Proposal Consultant II will work with multiple Executive Account Managers, National and Regional Underwriters, Regional Account Managers, and Sales Directors, and other proposal professionals on rate requests and Requests for Proposal from National Purchasers. - Identify business issues related to requests for information and proposals from employers and their consultants. Provide Health Plans with a national perspective on employers, including national answers and comparisons of local answers. - Successfully lead efforts to win new business and retain existing National Accounts for KP and affiliates. The Associate contributes to and at times facilitates cross-functional, cross-regional teams to identify key strategic and tactical issues, create solutions, and implement actions regarding National RFPs/RFIs. - Supervise production coordinators and oversee the production of proposals and surveys. - The Associate Proposal Consultant will contribute as a team member on large complex RFPs and project lead medium to high complex RFPs. - Engage and manage a wide range of long and short term projects of medium to high complexity important to the sales and marketing business goals of the enterprise. The Associate National Proposal Consultant will support key initiatives of Senior Program Sales and Marketing Program Offices leadership, the Vice President of National Accounts, National and California Accounts Directors and Managers, collaborating and at times working independently with these individuals. Responsible for contributing to the strategic direction of projects and executing project plans. Projects will be broad in scope and commensurate with experience, but it is expected the Consultant will develop and exercise additional skills in the course of completing projects. - Designs research plans for data gathering, analysis and evaluation. - Takes lead in analyzing data and developing recommendations and actions plans. - Accountable for producing project documentation for more senior consultants and Proposal Managers and other key clients to share project outcomes and best practices. - The Associate will contribute to and at times plan and facilitate cross-functional meetings, and occasionally make formal presentations to various audiences.
Qualifications: Basic Qualifications: Experience - Minimum three (3) years of related experience AND/OR; - Minimum one (1) year of direct proposal management experience. Education - Bachelor's degree required. License, Certification, Registration -N/A
Additional Requirements: - Ability to identify problems and enact real time solutions. - Ability to work under pressure and meet deadlines consistently. - Strong analytical and research skills. - Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications: - Marketing or proposal writing experience preferred. - Experience on PMAPS, GeoAccess or other RFP software preferred. - Proven contributor on project management teams; RFP projects preferred.
