Kaiser Permanente Statutory Accounting Manager in Oakland, California
This position is directly responsible for and primarily focused on managing accurate and timely statutory filings or other required reporting to the Department of Insurance (DOI) for certain Kaiser Foundation Health Plan regions outside California (ROC). These filings are based on statements of statutory accounting principles as issued by the National Association of Insurance Commissioners (NAIC). Other responsibilities of focus include technical accounting analysis on a generally accepted accounting principles (GAAP) and statutory accounting basis, management of national accounting policies, other regulatory reporting, accounting policies and special projects.
Major responsibilities include: Manage and coordinate the accuracy and completion of required quarterly and annual statutory DOI / NAIC filings, including all supplemental schedules and exhibits for ROCs. These ROCs include Georgia, Mid-Atlantic, Colorado, Northwest, Washington and Hawaii. Includes coordination with regional and shared service GAAP process owners and overseeing team of four statutory reporting team members. Identify, research and document statutory accounting issues including newly adopted or pending statement of statutory accounting principles to determine impact on ROCs and Kaiser Permanente Insurance Company. Proactively communicate significant changes to key stakeholders. Coordinate the completion of the audited annual statutory financial statements with external auditors. Also coordinate DOI audits as well as SOX testing as necessary. Coordinate with Director, Finance and Executive Director, Technical Accounting to develop and execute company-wide training programs around statutory accounting standards and generally accepted accounting principles (GAAP) where appropriate. Draft and review GAAP technical accounting memos across the program and perform accounting research as necessary. Discuss findings and conclusions with Executive Director, Technical Accounting and present to the Vice President/Deputy Controller and/or Senior Vice President, Corporate Controller and Chief Accounting Officer for comments and approval. Discussion with external auditors as necessary. Draft and/or review national accounting policies (112). Accounting policies are refreshed every three years or as necessary based on accounting changes. Responsible for assistance in creating statutory accounting policies. Regulatory reporting reviews related to DOI filings including Medical Benefit Ratio filings performed on behalf of ROC regions. Provide support for special projects as necessary and directed by Vice President/Deputy Controller and/or Senior Vice President, Corporate Controller and Chief Accounting Officer. Examples may include acquisition support, GAAP financial reporting support or other projects as necessary. Execute continuous improvement and daily operations managing within department budget.

Qualifications: Basic Qualifications: Experience - Minimum two (2) years of management experience. - Minimum five (5) years of related experience. Education - Bachelor's degree in related field, OR four (4) years of experience in a directly related field. - High School Diploma or General Education Development (GED) required. License, Certification, Registration - N/A
