Job Summary

TheSafety Specialist, Groundposition is a highly technical safety position requiring a very detail oriented individual who works well independently or in groups. Position requires extensive overseas travel and must be a highly motivated self-starter willing to work in a fast-paced environment with minimal supervision. Must remain calm and be the voice of reason in stressful situations. Demonstrate professional and a high-degree of technical competency in the field of safety, mishap prevention, and accident investigation. Individual shall be persistent in the face of difficult problems or challenges. Job requires direct interaction with other departments and is responsible safety matters related to ground safety, occupational health, and environmental compliance for his/her assigned location. Occasional assistance and interface with aviation is required. Must be able to audit, plan, implement, and coordinate safety and environmental programs in accordance with written regulations, procedures, and policies. Must be able to identify safety and environmental hazards, risks, and promote the reduction or elimination of potentially hazardous conditions that may lead to accidents, occupational injuries, illnesses, deaths, and safety-related financial losses. Shall coordinate all safety-related activities within the requirements of the safety program with respect to mission requirements and the U.S. Government directives to ensure regulatory compliance. When needed, report and investigate aircraft, ground safety, and environmental accidents to determine the cause of the accident and formulate recommendations to help prevent similar mishaps in the future. Job requires detailed data-entry of technical information necessary in assisting in the monitoring of mishap reports to ensure accuracy and completeness. Responsibilities also require extensive research dealing with OSHA and environmental regulations, vendor information, and logistical support for safety equipment and supplies. The nature of this position requires assisting internal/external customers so the employee must strive to be cooperative, understanding, and able to work as member of the team. Excellent oral and written communication skills in the English language are critical with the ability to pay close attention to details. Must be willing (flexible) and able to change directions with the needs of the work environment and take-on additional responsibilities based on operational needs.

  • Principal Accountabilities *

    • Shall report directly to the Program Ground Safety and Compliance Manager located at PSD
    • Shall ensure proper industrial safety procedures are followed in accordance with the contract and appropriate Federal, state, and local regulations, rules, and procedures
    • Provide administrative support including maintaining all departmental files, records, and publications needed to support organizational activities and to meet U.S. Department of State, Office of Aviation, Bureau For International Narcotics and Law Enforcement requirements
    • Conduct program safety audits of each location and report findings back to the Program Safety Office
    • Assist Country Site Safety and Site Managers in support of their safety program
    • Provide written reports which are clear, concise and meaningful for all ground / aviation safety and environmental matters
    • Provide technical support in all types of ground safety and environmental compliance issues such as data gathering, training, correspondence with CONUS and OCONUS internal customers, etc.
    • This includes assisting with all types of aviation safety issues
    • When needed, perform duties as an active member of an accident investigation board
    • When needed coordinate first responder duties during an on site accident
    • When needed develop required reports, conduct briefings, safety training, and when directed conduct quarterly safety and semi-annual safety stand down meetings
    • Assist in maintaining accident and incident records, files, and reports. Requires data entry and corrections to files on an as needed basis
    • Conduct safety audits, fire extinguish inspections, and inspections of all first aid kits and other safety related equipment
    • Develop and maintain information technology work orders and confirm when work has been properly completed
    • Maintain and log all purchase request items to include when received
    • Process Occupational Hazard Reports including investigating the hazard and ensuring mitigations are in place
    • Conduct other tasks as identified by the Program Ground Safety and Compliance Manager

    Knowledge & Skills

    • Expert knowledge in the technical field of ground safety and accident prevention and experience in use of DOT, DOD, EPA, NTSB, FAA, or ICAO documentation is required
    • Some aviation safety is desirable
    • Knowledge of DOD airlift operations is desirable
    • Knowledge of the Spanish language is desirable
    • Must be proficient in Microsoft Office Suite
    • Knowledge of how to acquire Material Safety Data Sheets (MSDS) and understand regulatory requirements is required
  • Experience & Education *

    • BA/BS degree from an accredited College or University in safety or a related field of responsibility with 5 years of safety experience is required or an AA / AS degree with 8 years experience as an Safety Officer / Manager may be substituted on a case by case basis
    • If no BA/BS or AA/AS degree – 10 years proven experience as a Safety Officer / Manager may be substituted for education requirements on a case by case basis
    • Incumbent must be able to prove past experience
    • Certification in Process Safety Management (PSM) or Occupational Health and Safety Technologist or graduate of a CP-12 program desirable
    • Incumbent must have a minimum of 5 years experience as a Safety Officer/Manager with a BA/BS degree or; a minimum of 8 years experience in safety and environmental compliance as a Safety Officer/Manager with an AA/AS degree or; with no degree, incumbent must have a minimum of 10 years experience as an Safety Officer/Manager
    • Prior U.S. Military or DOD safety officer experience is desirable
    • Previous experience in conducting accident investigations is highly desirable
    • Experience dealing with safety and environmental laws, rules, and regulations is required
    • Extensive experience in risk management and mitigation
    • Prior safety training experience is desirable
  • Physical Requirements/Working Environment *

    • Must be able to walk or stand on level and/or inclined surfaces up to three (3) hours per day and sit for up to five (5) hours per day
    • Must be able to routinely climb / descend stairs
    • On occasion must be able to lift 30 pounds
    • Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders
    • Must be able to read and interpret newspaper and typewritten print
    • Must be able to communicate by voice and detect sound by ear
    • Must be able to distinguish color and judge three-dimensional depths
    • Living and working conditions at the assignment location could be remote and uncomfortableLong hours, exposure to weather and hazardous conditions
    • Personnel should be aware of moving on short notice and under adverse conditions
    • May be exposed to extreme noise from turbine and jet engine aircraft
    • May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft


    • May be required to travel up to 75%, CONUS and OCONUS
