Incumbent serves as the second level supervisor for the four departments making up the Integrated Surgical Services department: Same Day Surgery (SDS), Operating Room (OR), Central Sterile Supply (CSS), and Post Anesthesia Care Unit (PACU). Position reports to the Director of Inpatient Servies.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. Responsibilities
  • Provides leadership, direction and technical expertise in the management of all four divisions of the Integrated Surgical Services department. Manages and directs the twenty-four hours per day seven days per week operating room, post-anesthesia care unit, and central sterile supply for the hospital and ambulatory care units. Work includes maximizing program efficiency and effectiveness.
  • Confers with and makes recommendations to the hospital administration pertaining to hospital policy, initiation of new therapies, or need for new equipment to support surgical services. Has professional knowledge of operating room management concepts, practices and procedures. Provides leadership, technical expertise, program assessment, strategic planning, implementation, and evaluation of the unit.
  • Provides comprehensive medical care in their specialty, including General Surgery, Surgical Subspecialty including Obstetrics/Gynecology, or Anesthesia, when indicated. Works closely with allied health professionals (i.e., clinical nurses, social workers,health educators, etc.) to utilize and coordinate the services of other health care professionals in the management of the patient.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

BASIC REQUIREMENT(S): Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least (1) year of supervised experience providing direct service in a clinical setting, (i.e. a 1-year internship or the first year of a residency program in an institution accredited for such training). For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.

  • An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the American Osteopathic Association (AOA).

  • A residency program involves training in a specialized field of medicine in an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or American Osteopathic Association (AOA).

  • A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or other institution accredited in the United States for such training.

Licensure:For positions involved with direct patient care, candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: * Providing direct/indirect supervision over a Surgical department staff including professional and clerical positions. * Providing direct patient care at regularly scheduled specialty clinics at field hospitals, providing consultation to the physicians at the field hospitals via telephone. * Accepting referrals from field hospitals for in-hospital care for those patients who require expert level of specialization. * Plan and conduct teaching conferences in specialty at the field units for their medical and nursing staff. Selective Placement Factor:The factor below has been identified as a selective placement factor: Applicants who possess this factor will be ranked above those who do not. Failure to meet these factors will result in the loss of consideration. You must submit a copy of your certification with your application. * Current Board Certification in your specialty by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA). Substitution of Experience for Residency Training: Experience MAY NOT BE SUBSTITUTED for residency training that is essential for the performance of specialized duties. For example, Specialists such as Psychiatrists and Surgeons must complete the number of years of accredited residency training required in their respective specialties. An exception may be made when a peer panel of physicians (subject-matter experts) determines and documents that the knowledge, skills, and abilities acquired in professional medical practice are equivalent to those acquired during the same period of time in a graduate training program.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
