L3 Technologies Program Manager in Pittsburgh, Pennsylvania

Our Program Manager directs all phases of programs from inception through completion. Has responsibility for cost, schedule and technical performance of programs. Participates in negotiation of contract. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with stakeholders. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources. Directs the work of employees assigned to the program from technical, manufacturing, commercial and/or administrative areas.

ESSENTIAL JOB FUNCTIONS & DUTIES •Lead the Project and Program team with ultimate responsibility for meeting technical, cost schedule, QA, financial and contractual performance commitments. •Primary point of contact for customer & voice of the organization to customer on existing and follow on projects and programs. •Implement Program Management systems and tools on a variety of projects and programs. •Perform Program Management duties as necessary on assigned efforts. •Establish, communicate project/program objectives, and priorities to the team and the facility leadership team. •Establish and maintain a Project and/or Program Plan for each activity/customer. •Interpret, translate, and flow down requirements into the Plan. •Establish a Work Breakdown Structure (WBS) for each project / program. •Meet financial objectives by forecasting requirements; scheduling expenditures; analyzing variances; initiating corrective actions. •Identify staffing requirements by project/program based on established plan and ensure that staffing requirements are accurately communicated. •Monitor compliance with project/program plan, including milestones and performance. •Implement a Baseline Change Management process on assigned projects/programs. •Conduit for raising conflicts/issues within the projects/programs to senior management for resolution. •Identify & manage risk and opportunities to meet project/program objectives. •Provide recognition and maintain morale and motivation of project/program staff. •Provide Internal project/program reporting on a monthly basis. •Ensure proposal submittals, schedules, cost estimates, program execution plans, risk assessments and technical solutions are accurate, timely and executable. Generate material and present program status regularly.

Minimum of a BS and 10-15 years of relevant work experience. MS and/or MBA preferred Demonstrated ability to work successfully with demanding customers, difficult schedules and technically challenging projects. Program management skills must include: planning and budgeting, schedule development, change control, risk mitigation and financial performance / earned value. Excellent written and presentation skills, with the ability to clearly and competently convey program objectives and priorities to the program team and the organization. Demonstrated leadership and interpersonal skills with the experience to run programs in a matrix organization. Knowledge of directed energy, fire control, fabricated optical components and/or sensor assemblies preferred; PMI Certification a plus Experience managing DoD programs a plus Meets eligibility requirements to access US classified information.
