Job Description:

POSITION SUMMARY:

As an emerging expert, evaluates, designs, documents, installs, implements, tests, performs problem isolation and resolution, monitors, tunes, and sets standards. Maintains a complex range of computer network components and systems. Provide team leadership to less experienced engineers. Assists in internal training programs. Works with other network professionals as directed or as needed to coordinate efforts, resolve cross-team issues and communicate

changes.

RESPONSIBILITIES:

Identifies, assesses, and develops detailed requirements for upgrading networks as well as re-architecting network segments in order to facilitate new requirements, technologies and growth.

Provides client consulting and training on the interfacing and use of the network facilities.

Plans and leads computer network initiatives.

Researches, evaluates, and recommends new computer network equipment and technologies. Analyzes current products and recommends changes/upgrades to senior management.

Collaborates with other technical staff and management in the testing of new software and network technologies.

Utilizes monitoring, performance analysis, network management, software and hardware equipment to trouble shoot and isolate problems, gauge network performance, and trace data and protocol activity.

Maintains timely and complete documentation of all daily and project work, using standard methods and procedures.

Devises solutions to complex operational problems within the capacity and operational limitations of installed equipment.

Develops and executes contingency plans for network software and hardware failures including isolated and major outages. Diagnoses and repairs problems in a manner that prevents future errors and problems.

Provides internal consulting, technical guidance, information and support to application developers, computer operations,

workstation support, company management and departmental clients.

Keeps abreast of relevant technologies and maintains selected technical certifications.

EDUCATION & EXPERIENCE:

Requires bachelor’s degree or equivalent, and seven to nine years of related (telecommunication analysis) experience.

Required Qualifications:

Must be able to obtain DHS EOD.

Must be able to obtain TS clearance

General Requirements

Experienced in Microsoft Office, Microsoft Windows Active Directory and Exchange, Windows 7, 8.1 and 10, Net Back-Up administrating and tape archiving, storage (NAS, SAN), and network management tools. Shall be familiar with security virus protection tools, such as McAfee ePolicy Orchestrator (ePO), Windows Server Update Services (WSUS), and Windows Server Administration (rack and stack, creation, setup and administration).

Shall dispatch support tickets on a first in – first out basis. Shall closely monitor the activities and performance to prevent deviation(s) from the statement of work. In the event of a disaster at the FPS work building location, the contractor shall work at an alternative site to support the IT functions. Alternative work locations will be identified on an as needed basis, depending upon the extent of the disaster and the resulting impact.

Shall continue to perform this call order during abnormal site conditions caused by any emergency, event, or incident on a national or local scale. may deploy in the wake of or after the impact of an emergency, event, or incident.

LAN Policy and Procedure Documentation

Shall assist with the development and updating of policies, procedures, and documentation as they pertain to network administration. Shall assist with the development of enterprise LAN standards which require that they analyze, recommend, test, and develop documentation required for day-to-day operations including backups and data storage. Shall submit all documentation to the FPS COR for approval within five business days of request. Access to Policies and Procedure Documents if/as required will be provided after contract award.

Hardware and Software Deployment

Shall deploy new or upgraded hardware or software and provide direct technical and troubleshooting support to end-users following deployment of new or upgraded hardware or software systems. Windows 7 and introduction of new FPS applications will be supported as necessary for computer users. If new switches and routers are installed by another group, then the Contractor shall help as directed by the FPS COR. If directed by the FPS COR, the Contractor shall support routers or switch moves or installations.

Computer Room and Wiring Closet Environment

The majority of FPS offices have designated a computer room and wiring closet to house IT equipment. The computer rooms and wiring closet spaces range from standard computer rooms to converted office spaces that have been retrofitted to accommodate IT equipment. The field technicians shall be responsible for maintaining a clean and professional environment that complies with DHS security requirements. The field technicians shall be responsible for performing the following functions:

• Performing server backups and restores (Currently using NetBackup Solution with tape libraries)

• Monitoring server performance

• Testing and install patches per the Change Control Board (CCB) such as Microsoft, application, security, etc.

• Distributing software

• Utilizing network management tools to provide remote control for troubleshooting, asset management, etc.

• Supporting print servers, other network devices, and remote access devices such as VPN

• Ensuring operability of desktops, printers, scanners, biometrics, and other peripherals

• Troubleshooting all components in the LAN environment

• Testing and deploying peripherals and desktops

• Providing project support (e.g. data gathering, provide new application support to the end user)

• Maintaining inventory of network resources

• Responding to emergency events in a timely fashion

• Continuity of Operations/Tape Backup or similar solution
