Summary:

· TheNetwork Engineer will support the Defense Health Agency (DHA) Infrastructure and Operations Medical Community of Interest (Med-COI) transition by performing data collection and inventory of network connected devices and information systems at all military medical facilities that will migrate to the Med-COI enclave. The support includes coordinating onsite and remotely with MTFs, its clinics, and its Geographical Separated Units (GSUs), to collect and document the network asset and communication information so a conclusive Ports, Protocol, and Services (PPS) document is created and can be used for migrating assets on the Service network to the Med-COI enclave.

· Responsible for implementation of assigned projects and provides a single point of contact for those projects.

· Takes projects from original concept through final implementation.

· Interfaces with all areas affected by the project including infrastructure owners, system owners, client sites, computer departments, and product/solution vendors.

· Defines project scope and objectives.

· Develops detailed work plans, schedules, project estimates, resource plans, and status reports.

· Conducts project meetings and is responsible for project tracking and analysis.

· Ensures adherence to quality standards and reviews project deliverables.

· Manages the integration of tasks and tracks and reviews deliverables.

· Provides technical and analytical guidance to project team.

· Recommends and acts to direct the analysis and solutions of problems.

· Design and implement data collection tools, capabilities, and solutions to meet contract deliverables.

· Analyze business need and make recommendations on best possible paths forward relative to MED-COI technology and security.

· Develops site-by-site solutions for migrating to the Med-COI including network diagrams, detailed PPS documents, and risk/mitigation plans as appropriate.

· Researches and applies best practices in network architecture and network security consistent with DHA policy.

· Interfaces and coordinates with DHA Health Information Technology (DHA HIT) Infrastructure and Operations, business system owners, clinical system owners, biomedical engineering, hospital IT staff, and vendors to capture, document, and reengineer network diagrams, ports, protocols, and security.

· Assist Information Systems Security Engineer by ensuring the appropriate operational security posture is maintained for all network designs in accordance with all applicable policies and regulations.

· Supports in the investigation, identification and resolution of hardware, software, and cyber security issues and providing forensic analysis of logs and network traffic.

· Automates data collection by the effective use of existing DHA network and system management tools.

· Work within established configuration and change management policies to ensure awareness, approval, and success of recommended changes to network architecture.

· Serves customers (external and internal) by focusing on quality as it relates to the customer; understanding customer needs and expectations; expediting problem resolution; responding expeditiously to customer questions, requests, and concerns; and satisfying customer needs and expectations.

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

· A Bachelor’s degree in computer science or a minimum of four (4) years equivalent experience may be substituted in lieu of education.

· A minimum of one (1) year network design and engineering experience.

· Cisco Certification Network Professional (CCNP) or higher (CCIE and/or CISSP highly valued), desired.

· Have and maintain a DOD CAC card within the past two (2) years.

· Deep understanding of network protocols (e.g. IPSEC, 802.11, QoS)

· Hands-on experience with network diagnostics and analytics tools

· Hands-on experience with network and system monitoring tools

· Must be able to handle large workload and work well under pressure

· Unquestioned integrity and qualification for a government security clearance.
