The purpose of this position is to serve as computer specialist for the White Earth Service Unit. The incumbent will be responsible for the operation, technical assistance to departments on technical data issues, maintenance, and problem resolution of multi-user computer systems. This position reports to the Information Technology Manager.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. BASIC REQUIREMENT(S): This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Requirements:

GS-11: PH.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree

OR

Experience:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.

GS-05 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency

Specialized Experience for GS-07 (or equivalent) and Above: Positions at GS-07 (or equivalent) and above require one year of specialized experience at the lower GS grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: .

GS-11: Provide maintenance of the RPMS, email system, and Personal Computer (PC) systems. Provide troubleshooting for Windows, Virtual servers, and Webservers. Maintaining voice and data communications network. Troubleshoot networks, VLAN's, Cisco products. Experience with Windows Server 2008 or 2012 environment, VMware environment or Hyper-V, MS Exchange and Symantec Backup. Proficient experience in Windows 7, Windows 10, MS Office. Writing program documentation. Analyze operating systems and identify complex issues to troubleshoot and resolve a problem or system crash. Reviewing procedures, policies, and manuals. Coordinating and implementing IT projects. Management of multiple projects, prioritizing work, meeting deadlines. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

This position is covered by a Bargaining Unit.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which annual leave is earned.

On-call hours may be required.
