The HES Rigging and Lifting Advisor is an experienced professional, who will provide technical rigging support to Oxy Oman operations in all concessions. The Rigging and Lifting Advisor will offer both rigging design and review services and will assist with lifting, hauling, and rigging issues that arise during all aspects of Oxy Oman Operations. In addition, the Rigging and Lifting Advisor will provide rigging review services including analysis of Oxy Contractors or subcontractors developed rigging plans and assessment of the lifting and rigging procedures.

The HES Rigging and Lifting Advisor job responsibilities include but not limited to:

  • Assist in developing Oxy Oman Lifting, Rigging and Material Handling program written guidance, including selection of appropriate equipment specifications, training materials and delivery of related safety campaigns.

  • Assure the safety, legal compliance and quality of Lifting, Rigging and Material Handling operations within the Oxy Oman operations through the implementation and by continuous improvement of performance standards, procedures, guidance, training and workforce capability & competence.

  • Assure the application of consistent, safe and legally compliant Lifting, Rigging and Material Handling practices across Oxy Oman operations.

  • Identify and implement improvements in the technical quality and content of performance standards and procedural guidance related to Lifting, Rigging and Material Handling operations.

  • Improve the quality of planning, risk assessment and execution of rigging & lifting operations.

  • Review and update processes and procedures applicable to Lifting, Rigging and Material Handling operations.

  • Identify and monitor Safety Critical Elements (SCE's) applicable to Lifting, Rigging and Material Handling operations within the Oxy Oman operations (Production, Construction, Drilling & Well Services) ensuring performance against these is of a high standard.

  • Establish and maintain consistent and legally compliant performance standards and technical guidance for the recruitment, development and retention of Lifting, Rigging and Material Handling operatives in the Oxy Oman concessions.

  • To advise Field Management and projects on the recruitment, selection, training and competency assurance of Lifting, Rigging and Material Handling operatives / trainees.

  • Support projects in the planning, risk assessment and execution of critical Lifting, Rigging and Material Handling operations.

  • Support & participate in audit processes of applicable Lifting, Rigging and Material Handling performance standards and procedures.

  • Support project engineers in technical specification of sub-contract scopes of services as required.

  • Support proposals in providing specialist technical support input to bids.

  • Participation in industry initiatives as required.

  • Understand and follow the Lifting, Rigging and Material Handling inspection schedule.

  • Liaise and supervise third-party inspection.

  • Complete the database information of findings and recommendations post Lifting, Rigging and Material handling inspections.

  • Observe Lifting, Rigging and Material Handling operations and advise the contractor accordingly to enhance/maintain the Companies HES policies and procedures.

  • Conduct frequent inspections to Oxy and Contractors Lifting, Rigging and Material Handling operations to ascertain their safe work practices and their compliance to Oxy rules & regulations.

  • Develop and conduct Lifting, Rigging and Material Handling Assessments/Studies with an aim to identify, evaluate and mitigate/control potential rigging and lifting hazards that may impact operation.

  • Planning of Lifting, Rigging and Material Handling shutdown activities in some major hazard shutdowns.

  • Implement Record Keeping requirements for Lifting, Rigging and Material Handling Program including establishment of Key Performance Indicators (KPIs) to measure effective compliance of the Program.

  • Train and qualify the Lifting, Rigging and Material Handling Trainees to perform the above duties within the agreed time frame.

  • Other HES Tasks as directed by HES System Improvement Manager to assist overall HESMS implementations when needed.

  • Perform technical review of all critical lifting plan submittals.

Qualifications

  • Bachelor's Degree in Mechanical Engineering or equivalent.

  • Minimum of 10 years’ hands-on-experience on maintenance, inspection, load testing and certification, trouble shooting auditing of different types of lifting equipment and other fixed/loose lifting items.

  • NSL/LEEA Qualified Lifting Gear Inspector (Parts 1 and 2 at least).

  • Lifting Equipment Engineers Association (LEEA) Diploma.

  • Strong working knowledge and understanding of National and International Legislations.

  • Regulations and industry best practice for Rigging, Lifting and Material Handling activities and inspections.

  • Demonstrated experience with audit procedures and report writing.

  • Must be a strong team player, self motivated, with good interpersonal and supervisory skills.

  • Posses the ability to interact with all levels of operational personnel.

  • Must have good training and mentoring skills.

  • Must have good computer skills and skilled in the use of MS Word, Excel, Outlook, and PowerPoint.
