Summary:

Chenega Professional and Technical Services, LLC (CPTS) is seeking aContracts Specialist II to provide acquisition support services to the Office of Acquisition Management (OAM) and Management and Budget (MB) within the Department of Energy’s (DOE) National Nuclear Security Administration (NNSA). TheContracts Specialist II will provide assistance to NNSA on contract closeout procedures, cost-type contract closeout procedures, and by performing various contract administration support functions.

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

· Receive and enter into the required automated systems all contracting instruments submitted for closeout after reviewing the Contract Specialist Closeout memo for completeness.

· Determine the type of award to be closed out and preparing the closeout files for each award.

· Contact the contractor to request completion of required closeout documentation.

· Complete the Completion checklist to track and document closeout actions.

· Review the documents submitted by the contractors for accuracy and completeness.

· Obtain required scientific and technical reports that have not been received.

· Prepare the modification to de-obligate excess funds, if any.

· Notify Budget Resources Management Division (BRMD) of de-obligation actions.

· Notify Contractors of final closeouts (for financial assistance actions).

· Record the retirement of the award and update all systems with retired date and perform distribution finalizing documentation to appropriate office.

· Submit all files for a retired instrument to the appropriate entity for Records Inventory Disposition Schedule (RIDS).

· When required, request closeout audit information on audits performed by DCAA, or from NNSA personnel; and reconcile audit information for the contract file.

· As part of the contract closeout process the contractor shall provide cost price analyst support services with specialized knowledge of processing expired cost-type contract actions. Specialized cost knowledge includes, but is not limited to the following:

o Knowledge of cost and/or price analysis techniques to evaluate final contract pricing.

o Knowledge of cost and/or price analysis techniques in obtaining and reviewing data from DCAA or the Department of Health and Human Services (DHHS) as appropriate.

o Knowledge of cost and/or price analysis techniques in negotiating final invoice costs or expired cost-type contracts.

o Knowledge of general contract cost and/or price techniques necessary to make a sound risk determination associated with closing out contract actions, in some cases with very limited file data available.

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

· Minimum of a high school diploma.

· Minimum of three (3) years of contracting experience specializing in general contract closeout procedures, cost-type contract closeout procedures, and performing various contract administration support functions.

· Must have experience providing cost-type contract closeout support to include requesting closeout audit information performed by DCAA, or from NNSA personnel; reconcile audit information for the contract file; and provide cost/price analyst support services for processing expired cost-type actions.

· Must have experience in contract administration functions to include various types of contract modifications.

· A Bachelor’s Degree can be substituted for 2 years of experience combined with 1 year of on the job experience in order to meet the minimum qualification of 3 years (total) contracting experience.

· Ability to communicate effectively orally and in writing.

· Demonstrated experience in maintaining good rapport and discretion in communicating with vendors, contractors, universities, non-profits, or other organizations whose acquisition instruments are to be closed; and with other Federal agencies or offices, such as the Defense Contract Audit Agency (DCAA).

· Must possess knowledge of general contract closeout procedures.

· Skilled at using Microsoft Word, Excel, PowerPoint, Exchange/Outlook Mail, Internet Explorer, and Adobe Acrobat Exchange.
