Primary Role

Reporting to the Manager Asset & Capital Planning, responsible for the development and implementation of governance, policy, procedures, and reporting for the capital expenditure program for the Region. Assist in the strategic enhancement of the Region’s Capital Investment Management (CIM) program to meet key business drivers.

Key Accountabilities

  • Participate in the development of and implement and control policies and procedures for the CIM program, and communicate changes to impacted internal customers. Ensure that all stages of the CIM program are effectively implemented so that overall strategic capital expenditure plans and individual capital projects/recurring programs are properly appraised, prioritized, approved and implemented to achieve optimal business benefits and outputs. (15%)

  • Develop and implement quality assurance and program audit protocols to ensure compliance with CIM policies and procedures. (15%)

  • Participate in best practice CIM activities implementation programs to derive maximum value for the Region’s expended capital. (15%)

  • Complete status and budget information for key management reports, including monthly MD report, annual and quarterly forecasts and other capital related business plan reporting. Monitor, track and report on CIM related and Engineering functional KPIs. (25%)

  • Take lead role in the preparation for, and act as Secretary at, monthly Capital Investment Management Committee (CIMC) meeting. (20%)

  • Challenge and assist the Region in developing cost effective solutions to meet customer and technical requirements and encourage best practice and innovation throughout all operational areas. (10%)

Knowledge / Skills

  • Advanced knowledge of project and program management.

  • Core professional competence in asset planning, engineering delivery or operations area.

  • Business acumen and judgment.

  • Knowledge of environmental regulations, legislative developments, new technologies, engineering design, planning, delivery, and/or operations related to water and/or wastewater systems.

  • Knowledge of company procedures, policies and operations.

  • Professional Engineering license or accreditation desirable.

  • Strong financial and budget knowledge. Tracking and measuring progress, providing feedback and making adjustments as necessary.

  • Strong project management skills (e.g., planning, organizing, coordination); ability to work independently on complex projects of large scope; strong quantitative and analytical skills; attention to detail.

  • Strong verbal and written communications skills (e.g., report writing, listening, and presentation); strong interpersonal skills (e.g.; tact/diplomacy, persuasion, team building, cooperation, leadership, ability to motivate others).

  • Computer literacy. Competent in the use of word processing, spreadsheet, flow-charting, MS project and enterprise resource planning (ERP) systems.

  • Financial analysis skills, including budget management and accounting knowledge.

Experience / Education

  • Four (4) to seven (7) years experience in water and/or wastewater utility engineering, operations, project management, or related field.

  • Experience of establishing and implementing best practice and building capabilities.

  • Bachelor's Degree (required).

  • 5-10% within respective Operating Unit(s).
