Project HSSE Advisor

The role provides technical safety engineering expertise and support to Americas Operations assets for Capex projects, manages HSSE incident data for Trading & Supply, and provides HSSE Reporting Data to TSO management. The position provides process safety review meeting facilitation, coaching to the construction safety lead, serve as independent assurance provider for construction safety during job execution, provides monthly HSSE performance results against established KPIs, and assists HSSE line management in quality implementation and sustainability of agreed upon Americas HSSE targets, priorities, and associated plans.
The Project HSSE Advisor reports to the Regional Technical Senior HSSE Advisor with an area of responsibility within the Americas.
HSSE Reporting functions:
Ensure that all incidents, near misses, non-compliances, etc. are entered into Fountain Incident Management (FIM).
Second line support for ensuring that all Americas Trading & Supply incidents are classified correctly.
Accountable for preparing the Trading & Supply HSSE performance slide packs and verifying the accuracy of the data. These reports include the Monthly T&S HSSE Performance Reports, the Quarterly Incident Report, the quarterly Global Performance Management Report.
Other accountabilities include:
Provide guidance regarding interpretation of Operational Health & Safety requirements as well as internal/external compliance.
Review Health & Safety procedures, Self Assessment forms, etc. (update as needed). This also includes continuous assessment and improvement of existing procedures to ensure that each is "fit for purpose" and are LEAN in its approach,
Perform post award contractor management assessments as well as “spot checks” of HEMP (HAZID, HAZOP, etc), PTWs, and MOCs among others to assure understanding of risk identification, safety procedures in relation to large projects.
Ensure appropriate Incident Investigations (Casual, Apollo, etc.) are performed for all qualifying incidents (per HSSE procedures) (lead or aid Ops, Engineering, etc.; obtain investigation resources from TSO, P&T, etc.).
Support Trading and Large Projects with Learning from Incidents (LFIs) as well as the preparation and distribution (per HSSE policy) for all qualifying incidents (prepare or assist with preparation, etc.).
Support with the preparation of HEMP for other Trading & Supply businesses and affected projects.
Provide direct Technical Safety support for large projects and or assist with obtaining resources through internal (Projects & Technologies) or external resources to provide such support.
Ensure an understanding of the Contractor Safety Management System (CSMS) as an SME and support with the proper execution of program.
Review contractor variance requests (per the CSMS) and provide recommendations accordingly as required.
Develop HSSE improvement programs for yellow banded contractors as appropriate.

Bachelor’s degree or equivalent in Engineering, Science, or related field.
3-7 years experience in Technical HSSE, Project HSSE, or Operational HSSE.
Good understanding of the business risks with the proven ability in developing and implementing HSSE Tools and Techniques (particularly in HEMP studies/reviews).
Knowledge of Industry HSSE and risk management processes.
Experience in developing and implementing Risk Assessment, and Front Line Barrier Management in an operating plant.
Active involvement in implementing PTW systems.
Experience in implementation of HSSE requirements, trainings; performing HSSE audits and incident investigation.
Experience working with Fountain Incident Management, Spotfire, and implementing HSSE & SP Control Framework requirements.
Be able to facilitate incident investigation techniques such as Casual Learning or TRIPOD would be an advantage.
Experience in developing and implementing Project HSSE & SP Activity Plans – TA3 in HSSE or Technical Safety Engineering would be an advantage.
Demonstrable strategic thinking and problem solving capability.
