Deloitte Project Manager Africa in Arlington, Virginia

Deloitte is seeking an experienced Project Manager with expertise managing large regional USAID contracts. The Project Manager will lead project operations, administration, and finance activities from the Deloitte home office, working closely with the home office and field teams to oversee quality assurance on technical delivery, budget and risk management, staff deployment, and compliance with Deloitte and USG FAR requirements.

Work you ll do

As a Manager within our Supply Chain Network Operations Team, you will:

  • Stand up and manage day-to-day project operations, administrative, financial, and procurement processes and procedures for a large, regional client contract

  • In coordination with the Chief of Party and field team, manage the development, review, and submission of contractual deliverables and monitor that the project is meeting contract terms

  • Oversee the subcontracting process, review and approve all subcontractor and vendor invoices, and serve as a point of contact for subcontractors regarding operational activities and compliance requirements

  • Coordinate deployment of long-term and short-term personnel, including drafting and reviewing scopes of work, managing the hiring process, and approving USG allowances, timesheets, and expenses.

  • Track spending against the approved budget, review invoices and financial reports before submission to the client

  • Provide support to the field team on activity definition and technical advisory implementation to ensure quality control, adherence to the approved annual work plan and budget, and compliance with Deloitte and USG regulations

  • Develop, maintain, and support implementation of the project s operational guidance resources; conduct trainings for field and home office teams as needed

  • Lead business development initiatives and focus on managed revenue targets as well as achieving quarterly or yearly sales objectives for new business

Qualifications

Required:

  • Minimum of 10 years in similar operations, financial, compliance, or program management role supporting international donor projects

  • Experience with budgeting and financial reporting requirements on regional, multimillion-dollar international donor projects

  • Familiarity with USG Federal Acquisition Regulations and USG contracting rules

  • Demonstrated experience operating in developing country environments, including managing projects, budgets, and workstreams and staff

  • Strong organizational and interpersonal skills and ability to solve complex problems

  • Ability to write, communicate, and prepare contractual documents clearly in English

  • Professional proficiency in additional languages a plus

  • Bachelor s degree in a relevant field

  • Experience mentoring and coaching others

  • Proven leadership skills demonstrating strong judgment, problem-solving, and decision-making abilities

  • Experience managing senior-level client relationships

  • Experience presenting to clients or other decision makers to present and sell ideas to various audiences (technical and non-technical)

  • Strong leadership and business judgment in anticipating client/project needs and developing alternative solutions

Preferred:

  • Prior professional services or federal consulting experience

  • Pre-sales, proposal, and RFP experience

  • Master s degree in a relevant field
