Summary: The Database Engineer position is an entry level position that will primarily include the development and execution of scheduled, automation, and ad hoc scripts. The scripts will be developed to support transferring NGA products, information, data, and web content for dissemination on NGA and coalition networks. The Database Engineer position will provide support to NGA’s Geospatial-Intelligence (GEOINT) Information Office’s Content Division and the Battlefield Information Collection Exploitation System (BICES) web servers.

Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

  • Perform database scripting utilizing Unix, Linux, SQL, Java, Oracle, Database Management Tools, HTML, XML, multiple Operating Systems to ensure daily loading of GEOINT data on multiple NGA networks.

  • Use COTS and GOTS applications (Unix, Linux, SQL, Java, Oracle, Database Management Tools, HTML, XML, multiple Operating Systems, C Shell, JSON Cloud Administration) to:

  • Load Geospatial data into Geospatial databases and into disk storage.

  • Extract Geospatial data from relational Geospatial databases.

  • Monitor data dissemination and performance activities on multiple security domains produced by NGA Production Systems.

  • Track and provide metrics on data holdings and quality issues

  • Administer BICES web server software

  • Perform quality assurance of all items transferred and loaded including text, images, hyperlinks, metadata, and HTML meta-tags and ensure that all items are properly presented by the web browser

  • Provide Data Transfer Officer (DTO) crisis support for NGA Focus Cells

  • Ensure all required software, hardware, and DTO certification (training) are compliant with Intelligence Community Standard 500 to perform GEOINT product retrieval, review, and dissemination functions.

  • Perform market research for industry trends, new developments and solutions applicable to NGA dissemination and NGA Storage architecture.

  • Select, transfer and load items to NGA Gateway networks

  • Select, transfer and load items from one security or network domain to another security or network domain

  • Transfer selected items and load to the correct location on the server, ensuring indexes, metadata and other supporting information is updated as needed

  • Capture, maintain and accumulate statistics that show quantities and timelines for products and data transferred from one domain to anther domain

  • Complete reviews daily for each GEOINT transfer and ensure all GEOINT reports are posted within four hours of receipt.

  • Complete Special data transfers within one hour of receipt. Number of incoming reports and requests will vary from day to day.

  • Review, transfer and post/load GEOINT reports between ten unclassified/classified NGA networks (SBU, NIPRNet, SECNet, SIPRNet, BICES, InfoSharing, NGANet, JWICS, StoneGhost (two networks)).

  • Specific performance activity: Collect, maintain and provide statistics related to quantities and timelines for products and data transferred to/from the ten networks (SBU, NIPRNet, SECNet, SIPRNet, BICES, InfoSharing, NGANet, JWICS, StoneGhost (two networks)) on a weekly basis (minimum).

  • Provide customer support for web-based products

  • Support Web Application Software and Databases

  • Verify incremental and full system backups and recovery are collected by ArcSight software.

  • Remotely install software releases and upgrades on Windows machines.

  • Create accounts and set up user specific access.

  • Ensure the proper operation of DART Authentication via the DART web portal.

  • Reviews and transfers multiple GEOINT products for Analysts supporting crisis efforts for the duration of an NGA approved crisis.

  • Monitor changes to Controlled Access Program Coordination Office (CAPCO) Markings and Implementation.

  • Provide weekly status to Content Management & Services management detailing activities and accomplishments

  • Coordinate with Infrastructure Service Provider (ISP) regarding outages.

  • Maintain application availability.

  • Provide data in response to content requests from the Office of International Affairs, Disclosure, Release, and Governance.

  • Perform full system upgrades and maintenance updates (Windows).

  • Troubleshoot hardware issues and repair operating system (OS) issues. Any hardware replacement recommendations are to be reported to the Government for resolution.

  • Troubleshoot and maintain integrity of Oracle databases (2).

  • Support the integrity of the system through metrics collection on system errors, failures and downtime. Endpoints for metrics collections exist and will be a transition (knowledge transfer) item.

  • Maintain security posture to support system Authorization and Accreditation (A&A) continuous monitoring process.

  • Respond to network issues that adversely impact DART, by coordinating with the NGA/Transport team for resolution.

  • Manage user account information. User account information will be a transition (hand-over) item.

  • Evaluate and install security patches Information Assurance Vulnerability Assessments (IAVAs).

  • Create and ensure operation of Active Directory (AD) and Domain Name Service (DNS). AD and DNS information will be a transition (hand-over) item.

  • Creating solutions using multi-tiered systems and communication between components.

  • Designing scripts using Unix/Linux operating systems, Linux shell scripting, SQL, Storage Area Networks and Network Attached Storage, System and Storage architecture best practices.

  • Tracking and providing metrics on data holdings and quality issues.

  • Building interfaces among COTS and GOTS tools to load data into databases and into disk storage and extract data from databases.

  • Monitoring and performing processes on multiple security domains to disseminate data produced by NGA Production.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • High School Diploma/GED required

  • Experience using Multi-tiered systems and communication between components

  • Experience using Storage Area Networks and Network Attached Storage

  • Experience using System and Storage architecture best practices

  • Experience implementing Current market solutions and the applicability to NGA dissemination

  • Experience using COTS and GOTS tools to load data into databases and into disk storage and tools to extract data from databases

  • Experience with Electronic Data Dissemination Policy, Processes & Concepts.

  • All required software, hardware, and DTO certification (training) compliant with Intelligence Community Standard 500

  • TS/SCI clearance required

Knowledge, Skills and Abilities:

  • Familiarity with Web based technologies

  • Familiarity with Web authoring tools

  • Familiarity with Windows operating systems

  • Database administration, to include working knowledge in at least two of the following: Unix, Linux, SQL and/or Oracle.

  • Web Service development Python programming language Apache Internet services

  • Proficiency in HTML, XML, Java, JSON and C Shell

  • Proficiency in Database Scripting.

  • Must have strong attention to detail

  • Excellent troubleshooting, organizational, and communication skills

  • Planning & scheduling of database projects and resources.

  • Ability to perform Database Quality Assurance and Troubleshooting & Analysis.

  • Ability to optimize system operations and resource utilization, and perform system capacity analysis and planning

  • Possess comprehensive knowledge of the organization’s hardware, software, and network components in addition to knowledge of programming languages and operating systems, current equipment and technologies in use, enterprise backup and recovery procedures, and system performance monitoring tools
