TheContract Office SMEwill provide support services for Contracting Officer Representatives (CORs), leaders, and other acquisition support personnel, by providing support and training on both pre- and post-award federal acquisition topics at the CDC OSSAM. Additionally, theContract Office SMEwill provide contract support and guidance to Time Solutions, LLC.

Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

  • Acquisition planning for supplies, services, construction and A&E acquisitions;

  • Market research including but not limited to, review of mandatory sources of supply, review of procurement history, review of potential procurement mechanisms (such as blanket purchase agreements, indefinite delivery indefinite quantity contracts, federal supply schedules, small business programs, purchase cards, etc.

  • Review and editing of pre-award acquisition documents developed by CORs, and/or other acquisition support personnel, including but not limited to, acquisition plans, statements of work, independent government cost estimates, etc.

  • Review and editing of acquisition documents prepared by CORs, or other acquisition support personnel within OSSAM in connection with OSSAM’s response to the Contracting Officer for issues related to award protests;

  • Participate in procurement review meetings/updates to assist CORs with implementing suggested changes to acquisition documents from OFR.

  • Contract administration support services, including, but not limited to, providing information to CORs on how to address contractor performance, reviewing and editing contract modification documents drafted by CORs and/or other OSSAM acquisition support personnel, providing information to CORs on how to resolve incorrect invoices, etc.

  • Meet with CORs as needed to discuss federal acquisition issues as they arise. The contractor must have experience with service and construction contracts, knowledge of the Federal Acquisition Regulation (FAR), knowledge of the HHS Acquisition Regulation (HHSAR), and experience with developing pre-award acquisition documents (including, but not limited to, acquisition plans, statements of work, independent government cost estimates, etc.).

  • The OSSAM COR shall have the final decision on any documents edited by the contractor.

  • The contractor will not perform or provide any input to duties that are under the authority of the Contract Specialist and/or Contracting Officer.

  • The contractor shall conduct a monthly acquisition training workshop. The topic each month will be recommended by the contractor, and approved by the COR of this contract, and may be on any of the topics identified in task 1, or based on observations the contractor makes as a result of the contractor’s meetings with CORs and acquisition

  • The Contract Office SME will provide additional support as requested by Time Solutions LLC

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s degree in a related field

  • 7 years’ experience in a COR or similar role

Knowledge, Skills and Abilities:

  • Proficient use of the Microsoft Office Suite with specific attention to Excel and Word.

  • Proficient in English language and good oral and written communication skills.

  • Must be able to multi-task and meet deadlines as required by assigned projects.

  • Must have the ability to work in a team environment and work collaboratively with others in a time-sensitive setting.

  • Cheerful, optimistic, outgoing team player who is motivated by challenging work in an exciting Federal program that operates nationwide to protect the health of the public.

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear.   • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
