Time Solutions, LLC is seeking a Functional Expert to provide health communication, course programming/dissemination, and project management support to the operations of the Division of Laboratory Systems (DLS).

Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

  • Develop DLS standard operating procedures (SOPs) and job aids and improve existing SOPs and job aids related to course programming/dissemination, project management of training courses, and communication/writing.

  • Proofread and edit scripts, course content, brochures, reports, and other DLS documents to ensure they are grammatically correct, adhere to technical writing best practices, and comply with CDC plain language requirements.

  • Provide health communication, course programming/dissemination, and project management support for DLS.

  • Design and implement a TWDB file storage and file-naming strategy and write an accompanying SOP.

  • Document and monitor the progress of TWDB training projects and alert TWDB leadership if a project falls behind schedule.

  • Write a report comparing 3 to 5 task management software options (SharePoint, Wrike,, etc.) in terms of initial and continuing costs, system features, and potential challenges. The report will include information on the extent to which each option meets CDC security requirements.

  • Conduct a functional test of the task management software option selected by TWDB leadership and write a report on the outcome and recommended next steps.

  • Oversee various learning management systems (LMS), e.g., TRAIN

  • HHS Learning Portal, etc.Upload and manage courses, users, and communities within LMS.

  • Troubleshoot content to ensure functionality

  • Prepare for and oversee system updates, upgrades, and integrations.

  • Monitor email account; reply in ≤ 3 business days to resolve learners’ issues.

  • Routinely pull data and create a monthly report.

  • Write technical content for DLS programs.Proofread and edit scripts, course content, brochures, reports, and other DLS program documents.

  • Participate in eLearning course reviews and pilot tests.

  • Compile all review responses and pilot test results into a written document to share with TWDB project team and include recommendations for courses changes.

  • Upon agreement from the project team, the contractor shall implement changes and submit final storyboard to the project lead.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s degree in a heath-related field and at least 4 years of experience in the public health field. MPH preferred.

Knowledge, Skills and Abilities:

  • Lectora and/or Adobe Captivate

  • 508 compliance/ WCAG standards

  • Technical writing and editing services, applying best practices in technical writing and editing to creation and review of training content

  • Conform to writing requirements of federal agencies, program 508-compliant eLearning courses

  • Oversee dissemination of courses via Learning Management Systems (LMS), and observe and implement project management principles and best practices

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
