The Services Delivery Leader serves as the single point of accountability for a portfolio of projects and is responsible for implementing analytic, business intelligence and enterprise data warehouse solutions on behalf of health and human services agencies. Responsibilities include implementation planning, staffing and overseeing the business analyst, technical and project management teams responsible for building and delivering IBM Watson Health solutions. Ensures that deliverables and functionality are implemented to meet contract requirements/milestones on time and within budget constraints while enforcing adherence to standard technical delivery best practices established by the organization (i.e. iterative methodology, requirements management, architecture/design, development, quality assurance/quality control, operational readiness, etc.). This role works directly with the customer, account/contract management, and third party vendors to ensure each project is successful while providing executive status, dashboard and key performance metrics to internal/external stakeholders and executive sponsors. The role has overall responsibility for scope management, release management, change management, risk and issue management.
Accountable for all delivery aspects of projects within their portfolio.
Provides leadership and direction for project management, requirements, architecture, design, development, testing, quality assurance and operational readiness.
Ensures project and organizational objectives are achieved; milestones, deliverables and functionality are delivered on time and in budget.
Assigns work and directs the managers and leads of project management, technical and business analyst teams.
Responsible for project management plans, project schedule, and other project documentation.
Ensures completion of assigned project deliverables, reviews and approves project deliverables.
Implements and continually improves processes for delivering analytic, business intelligence and enterprise data warehouse solutions.
Resolves project issues, escalates issues and mitigation plans to executive steering when necessary.
Determines resource allocations required to meet project demands, adjusts resource plans and resource assignments as needed to adapt to project changes, ensuring staffing levels align with project schedule and budget.
Makes leadership decisions that are impactful to the project and ensures overall project success.
Responsible for developing project, business and technical roadmaps that set vision and align goals for both information technology and health and human services agencies.
Articulates the technical architecture, roadmap, and solution details to the client, internal/external stakeholders and executing sponsors; able to communicate in depth with both business and technical audiences.
Works with third party vendors, data sharing partners, and infrastructure teams to successfully implement technical solutions.
Effectively communicates with and develops/maintains excellent working relationships with internal and external stakeholders to ensure project status and strategic direction is understood.
Contributes to and approves of solution architectures developed in new business development opportunities.
Represents delivery management and practice leadership during sales opportunities.
Required Technical and Professional Expertise
Must work on site in Jefferson City, MO
7+ yrs leadership experience in analytics, business intelligence or EDW solution delivery including relevant hands-on management and technical expertise
7+ yrs managing delivery of large scale EDW, analytics or business intelligence solutions; including staffing, directing and developing technical delivery teams within both agile and Waterfall development lifecycles
Industry-leading knowledge and depth with reporting and analytic solution and application development best practices
5+ yrs of practitioner experience architecting, designing, developing and maintaining analytic solutions
Strong communication skills with the ability to translate complex technical issues to a non-technical audience
Expert interpersonal ability to collaborating with technical teams, delivery managers, project management, client management and customer stakeholders
Knowledge of query, reporting, database, and analytic business intelligence tools
Preferred Tech and Prof Experience
- 7+ years Health and Human Services project experience
