The Business Proposal Representative

(BPR) level 4 performs standard proposal management activities on extremely

complex proposal projects with no assistance or guidance. The Business Proposal

Representatives (BPR), at all levels participate in new business development

within Oracle USA, Inc. BPR's play a key

role in long term positioning of Oracle for targeted opportunities. BPR's

manage the processes and systems associated with the planning, development and

production of written responses to formal, competitive solicitations from

Oracle clients and prospects. BPR's

provide leadership and strong project management skills. BPR's are able to be

resourceful, proactive, detailed and able to exercise sound judgment. BPR's are

able to handle multiple projects simultaneously and cultivate strong working

relationships with internal and external contacts.

Level 4 Business Proposal

Representatives contribute independently displaying a mastery of proposal

management processes and procedures, and are viewed as leaders and mentors in

their professional field. Level 4

Business Proposal Reps can assist field sales organizations in all aspects of

proposal capture planning, preparation management, and production management.

Level 4 Business Proposal Reps Provide direct project management support for

the delivery of high quality, competitive proposals to Oracle external

prospects. Level 4 Business Proposal Reps provide leadership and direction to

other staff members. Typical tasks

performed at this level can include:

  • Assist

field sales organizations in all aspects of proposal capture planning,

preparation management and production management. Provide proposal management

support and product-specific functional content for the delivery of high

quality, competitive proposals to Oracle external prospects.

  • Liaison

between various internal groups such as GSE, Product Development, Sales

Consulting, etc. to ensure accuracy and quality of functional content at all

times, ensure policy adherence, coordinate product and new release trainings

internally.

  • Assist

with training for proposal content writers, including initial new hire training

to ramp up resources on product functionality, as well as provide/coordinate

ongoing training as product upgrades occur and new product lines are

introduced.

  • Participate in capture planning and pre bid strategy sessions.

  • Develop

win themes.

  • Participate in bid qualification assessments.

  • Analyze

Proposal to determine product delivery requirements and prepare a project plan

if required.

  • Develop,

Contribute and update functional and technical responses for content library.

  • Provide

direction regarding compliance with statutory, regulatory and commercial

business guidelines provided by prospective and established customers.

  • Plan and

create text/graphics proposal content and control environment for virtual

collaboration by internationally disbursed teams.

  • Establish

and manage the content and/or proposal submission schedule.

  • Develop

proposal preparation instructions.

  • Create

compliance and author response matrices.

  • Develop

writing instructions for authors.

  • Plan and

conduct project kickoff meetings

  • Contribute

to and/or write executive summaries as needed

  • Coordinate

the final assembly and delivery of and/or functional and technical content.

  • Manage

document review and edit cycles.

  • Review

proposal content for compliance and detailed responsiveness.

Preferred Qualifications:

5 plus years of experience managing

multiple complex bids. Have a complete understanding of industry standard

proposal management processes and have experience managing proposals and

writing functional content in both the commercial and public sector lines of

business. This individual will participate in high-level account discussions of

strategy and capture planning. This individual will provide leadership and

guidance to less experienced staff as well as contribute to proposal

infrastructure and enablement strategy. A bachelor’s degree is preferred,

technical background or industry experience a plus. Excellent verbal

communication, interpersonal and writing skills. Experienced in using tools

such as Adobe Acrobat, Word, Excel and PowerPoint. Able to handle multiple projects in a

fast-paced environment. Flexible,

team-oriented attitude.

Develop win themes, maintain liaison with external partners and integrators participating in joint operations, analyze proposal to determine delivery specifications and preparation outlines, analyze Evaluation Criteria, develop Feature/Benefit tables, create Storyboards, provide direction regarding compliance with statutory, regulatory and commercial business guidelines provided by prospective and established customers, plan and create text/graphics preparation and control environment for virtual collaboration by internationally disbursed teams, establish and manage the proposal submission schedule, develop proposal preparation instructions, create compliance and author response matrices, develop writing instructions for authors, plan and conduct project kickoff meetings, manage the execution of the proposal development plan, contribute to and/or write executive summaries, establish document version control methods, create document review directions and procedures, manage review and edit cycles, coordinate the final assembly and delivery of proposal, review final proposal for compliance and responsiveness.

Proposal management support experience of 8 years. A bachelors degree is preferred, technical background or industry experience a plus. Excellent verbal communication, interpersonal and writing skills. Experienced in using tools such as Adobe Acrobat, Word, Excel and PowerPoint. Able to handle multiple projects in a fast-paced environment. Flexible, team-oriented attitude.
