Kaiser Permanente Project Manager - Performance Improvement in Bakersfield, California

Manages and leads multiple Service Area-wide Performance Improvement, Outcomes Management and Resource Consumption projects. Provides direction for all phases of SA improvement projects including design, prioritization, staffing, development, implementation, analysis and reporting. Directs QRM resources involved in Performance Improvement Projects ensuring appropriate communication and timely completion. Provides analytical oversight for all QRM projects.

Essential Functions:

  • Manages/directs assigned staff, other QRM staff and other personnel involved in Performance Improvement projects/activities.

  • Responsible for directing multiple/complex projects from intake to completion including intake, prioritization, creation of time lines, staffing, communication, study methodology, analysis and report generation.

  • Leads and manages multiple, large scope (Service Area-wide) and complex projects that include Kare Paths disease management systems and improved patient care/management systems.

  • Develops and monitors work plans and project progress.

  • Provides consultation to QRM Leadership Team on techniques, processes and methodologies to analyze and improve performance issues related to systems and processes.

  • Assists functional departments by acting as an expert authority/resource/consultant in the development of research technologies designed to measure and improve organizational performance.

  • Provides consultation and direction to Quality and Utilization Consultants and all QRM staff on issues related to data collection, analysis and display.

  • Directs the extracting of information from major systems and data bases as necessary using techniques to validate, clean, complete and project values to address analytical questions when data systems are problematic.

  • Collaborates with Risk Manager, Infection Control Professional and Senior Consultant for QI and Regulatory Compliance to ensure that all clinical performance Improvement and quality management activities utilize efficient, reliable and valid methodologies and sound analyses.

  • Develops, implements and evaluates/improves systems, procedures, and forms that increase the efficiency and effectiveness of data collection management and display including statistical process control.

  • Serves as a technical resource to assigned staff by assisting in problem resolution for data source analysis.

  • Manages the design, delivery and evaluation of SA-wide educational programs/activities/ services related to performance improvement techniques, systems and processes.

Basic Qualifications:

Experience

  • Minimum two (2) years of project management experience which experience may be included in the above specified experiential requirements.

Education

  • Master's degree in a related field such as public health, bio statistics, business or health services administration, nursing, organizational development and minimum three (3) years of relevant experience in quality/performance/outcomes management

OR

  • Bachelor's degree in one of the aforementioned fields and minimum six (6) years of related experience in quality/performance/outcomes management.

License, Certification, Registration

Additional Requirements:

  • Demonstrated knowledge of CQI principles and techniques; statistical and data management skills; TJC, Title 22, NCQA and CMA standards and requirements, TQM and tools for indicator development and display.

  • Demonstrated ability to utilize and manipulate statistical and data management techniques, as well as large complicated data systems.

  • Demonstrated proficiency with databases and statistical software.

  • Must be able to work in a Labor/Management Partnership environment.
