IBM Watson Health - Project Manager in BETHESDA, Maryland
The Project Manager will manage both the administrative and operational aspects of a large task(s) or projects under for national healthcare programs for federal government clients. They will oversee a diverse project team of researchers, analysts, policy and program experts, subcontractors, outside consultants, IT and healthcare subject matter experts, and\or programmers, while maintaining collaborative working relationships with the client and other stakeholders. Additional duties will include:
Develop vulnerability assessments and related mitigation strategies for scope, schedule, budget, quality, and other aspects of federal projects.
Create, implement and track mitigation activities to prevent disruptions.
Ensure timely completion of all technical and management deliverables on the task and\or project, providing management as well as oversight of Watson Health staff and subcontractors ensuring the quality and timeliness of deliverables.
Infuse project management with flexibility, while maintaining accountably, continuously improving processes and supporting clients to meet evolving needs in a dynamic healthcare environment.
Lead multiple channels of communication with the client and across the internal team, including but not limited to: email, phone calls, formal reports, status reports, conference calls, videoconferencing, and webinars.
Use other means of communication to support the project including structured emails to the client; creation of memos or project slick sheets; the use of collaboration websites such as SharePoint; and in-person client/stakeholders meetings.
Work with the Program Lead to effectively manage staff hours, budget, financial projections to ensure structured delivery of services within scope and budget from an optimal mix of resources to support contract needs.
Work directly with federal clients on issues of resources, expenditures, scope and budgeting.
Utilize internal networks to identify Watson Health experts who can support federal clients with unique surge support requests. Quickly form teams and coordinate support for states by managing the schedules of multiple stakeholders.
Provide support and guidance to ensure teams are hitting milestone and deadlines, while helping them work with the client team to mitigate risks and issues for all deliverables and services.
Work across multiple projects simultaneously that may feature teams with differing priorities, working (cultural) practices and locations.
Use skills as an experienced professional with a full understanding of industry practices and company policies and procedures; resolves a wide range of issues in imaginative and practical ways.
Utilize standard project management tools such as Excel, PowerPoint, Jira, and Word.
Independently define document and deliverable requirements and execute medium- to large-scale projects, actively participating in all phases of the project.
Identify, assess and manage risks to the success of the project.
Manage a diverse group of team members and stakeholders from all levels of Watson Health, federal government clients, subcontractors, and federal partners including states, IT firms, consulting firms, nonprofits, health and welfare providers at the state and local levels, clinicians, and healthcare associations.
Estimate costs, timescales and resource requirements for the successful completion of each project.
Independently prepare and maintain project plans, tracking activities against the plan and providing regular and accurate reports, as appropriate.
Propose action where these deviate from agreed tolerances.
Continually assess the effectiveness of project management deliverables and suggest changes to internal leadership and client when a more effective alternative solution has been identified.
Analyze, develop and implement processes for a variety of tasks and subtasks to support overall project success.
Develop requirements for discrete pieces of work.
Manage the change control procedure, gaining agreement for revisions to the project from project stakeholders.
Interact well with internal groups, assisting in the identification of new solutions to internal and external problems.
Have the drive to continually improve and find new ways to engage with the client and exceed their expectations.
Required Technical and Professional Expertise
7+ years and a PMP/PMI certification or 10+ years in a project management role. Experience includes managing projects to successfully delivery within specified timescales and budget.
5+ years in a government or healthcare project management role.
Experience working with diverse internal and external clients and teams.
Familiarity with project management software as well as a high level of proficiency with MS Office applications.
Superior writing and verbal skills.
Preferred Tech and Prof Experience
Experience with federal healthcare clients or federal government contracting.
Experience with the US Department of Health and Human Services or it's operating division (e.g. CMS, ARC, SAMHSA, etc.)
