Job Description:

Provide project support services to ongoing projects, plant changes and turnaround focus on Engineering document management, project control and support services.

  • Define the Plant engineering information requirement. This is required at early part of project specifications development.

  • Manage plant engineering document including the delivery of project as-built handover into relevant depositories.

  • Department training coordinator

  • Assuring that project cost estimates are well defined by project managers/engineers. Defines the cost reporting format to be used for cost monitoring in all projects.

  • Manage the Projects SharePoint and AIM-EDMS database, including the consolidation of the AIM-EDMS content

  • Manage the Asset Hierarchy update in SAP

  • Generate and maintain a quarterly sustainable resource (including supporting disciplines) loading requirement.

  • Coordinate and maintain a fit for purpose monthly progress reports of project portfolios.

  • Develop and maintain an integrated decision gate timeline of projects and coordinate and trigger plan for DRB/PDAB/Assurance review requirement.

  • Develop Level 1 & 2 integrated plan of project portfolio.

  • Develop mechanism to measure the progress control of the project reflecting the relevant company’s policies, procedures and financial authorities.

  • Provide a 10% sampling of cost estimate verification and report out findings to the user and Manager – Projects.

  • To monitor the development and construction phase of projects, plant changes and execution of Turnaround scopes to deliver Top Quartile Project in terms of Safety (Goal Zero), Quality, Cost, Schedule, Reliability and Operability.

  • Develop mechanism to measure the progress control of the project reflecting the relevant company’s policies, procedures and financial authorities.

  • To act as the focal point in communicating and coordinating with all projects in making sure it runs parallel with initial project plan.

  • Making sure of timely, accurate and sensitive project controls information that facilitates a clear understanding of the performance of the project.

  • Report and analyze cost trends and pinpoint areas of possible cost overrun and investigate and recommend corrective action.

  • Identification of exceptions and variances to planned targets.

  • Provide assistance in the administration of the project change procedure and review third party estimates for changes.

  • Foster the evolutions of a project controls culture across the project team that supports attainment of the programs performance objectives including consistent application of best practice project control techniques and practices.

  • Ensure accurate and timely delivery of engineering contractor project control information.

  • Continuous improvement of project control data update cycle with engineering contractor, as data required will vary throughout the project phase. Define and follow-up on engineering contractor project control audit plan.

  • Translate and adapt engineering contractor project control data to info required by project manager and customer.

  • Focal point of all Project Release Notes and the monthly monitoring of Capital Expenditure (Capex)

  • Formulation of yearly Capex proposal

  • Identification of exceptions and variances to planned targets.

  • Facilitate effective working practices and relationships with the Project Engineering Group

Requirements:

1) Bachelor degree or diploma in Engineering discipline with minimum 6 years experience in oil & gas industry related projects.

2) 5 years working experience in projects as project engineer or project control

3) Attained the SPA Project Engineering Level 1 accreditation. Attended SPA courses Essentials of Project Delivery and Managing Project Definition.

4) Proven experience in successful delivery of integrated gas handling and processing facilities, including project management of project phases from Front End Engineering Design through commissioning, start-up and handover to operations of projects with collective value of up to 10m USD for project services discipline

5) Conversant with local regulations/requirements

6) Self-motivated and able to work effectively with a range of stakeholders across organizations (business, operations, etc) and projects staff. Having knowledge related to the essential elements of project delivery and able to develop clear, robust premises and strategies for project execution will be a deserved merit.

7) Good communication skills and ability to drive change by championing improvement initiatives. Fluency in English and Bahasa Malaysia as the communication medium with external parties.

8) Proven experience in developing and working with commercial arrangements and skilled at managing contractor performance. Able to lead project controls staff to develop robust cost/schedule estimates and track delivery against agreed targets.

9) Hands-on experience in handling Document Management System, documentation update and issuance to authorized recipients

10) Proven leadership skill in managing a group of technician and controllers.
