Job Summary

AECOM is actively seeking a creative, highly talented Structural/Civil Engineer for employment under the Germantown, MD office; work will be performed remotely at project locations. The appropriately qualified applicant will be able to demonstrate an established career in structural engineering for public infrastructure. The incumbent can look forward to supporting FEMA’s disaster recovery efforts for disaster-damaged public infrastructure. Staff will be hired as PT-V employees to support active FEMA assignments for up to 12 months or more. Interested candidates must be available to deploy within the next several weeks.This is a part-time variable position, meaning work days and times will be determined on an as-needed basis.

The responsibilities of this position include, but are not limited to:

  • Assess disaster-related damages to public infrastructure, develop scopes of work to restore the facility, and prepare a cost estimate for the work to be performed

  • Confirm that the identified damages and proposed scope of work comply with local and national codes and standards and FEMA eligibility criteria

  • Work directly with applicants requesting support from FEMA; managing the status of their grant development

  • Other contract and program management tasks

Minimum Requirements

Bachelor's degree in engineering or related field

  • 10+ years of experience in a professional roles involving structural design and/or construction of various building structures

  • PE required

  • Ability to travel to disaster sites for up to 12 months or more

  • Ability to work professionally in the client’s office

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form

Staff have to be committed to completing the process efficiently and in accordance with FEMA’s timelines

Department of Homeland Security, Federal Emergency Management Agency (DHS/FEMA) Personnel Security Division requires all disaster personnel to be U.S. citizens and be able to successfully pass a background investigation. Candidates will be required to disclose personal information including criminal records, credit issues, residential, employment, social and medical history.

The below list identifies issues that can potentially render an individual ineligible for working on a FEMA assignment. FEMA’s determination is made when considering eligibility based in part or whole on the criteria listed below. This list is not intended to be all-inclusive and does not represent the full scope of personal conduct and character evaluated in the personnel screening process.


  • Recent or multiple DUIs

  • Serious conduct issues involving alcohol use

  • Involvement with illegal drugs


  • Pending criminal charge/open dispositions

  • Prior arrests

  • Currently on probation or parole

  • Currently subject to a domestic violence or other court ordered protection order

  • Registered Sex offender or Narcotic offender

FINANCIAL: FEMA does comply with all requirements of the FCRA

  • Any delinquent Federal loans (educational, mortgage, etc)

  • Delinquent Federal or State taxes, including failure to file

  • Delinquent child support payments

  • Excessive or past due/delinquent personal debt

  • Open Bankruptcy


  • A history of serious traffic violations

Preferred Qualifications

Experience with public infrastructure including the following.

  • Roads and Bridges; Water Control Facilities (reservoirs, levees, floodwalls, coastal shorelines); Buildings (structural and non-structural components, including mechanical, electrical, and plumbing for hospitals, schools, and other public buildings); Utilities (water distribution, water/wastewater treatment plants, power and natural gas systems, etc.)
