REPORTING RELATIONSHIP: RMO Manager
Oracle Consulting (OC) is setting up a centralized team for Resource Management (RM) function to support the OC business, to mirror and become globally consistent with OCSC RMO. We are looking to continuously build a solid RM team that can at a high level, ensure that we are optimizing the use of our people.
This is an exciting opportunity for an experienced Resource Manager and/or Resource Analyst to report into and work with the Head of Resource Management to establish, shape and implement this function for the EMEA region.
As a Domain Resource Manager and/or Domain Resource Analyst for the OC EMEA, you will work in a team of other Resource Managers; you will work very closely with Domain Leaders, Cluster and Delivery Directors, Project Managers, Sales leaders as well as the OC leadership team and your peers across the regions. As a domain resource manager, you will cover a scope of approximately 300 – 500 FTEs.
The Resource Manager will play a pivotal role evolving and delivering the organization’s supply and demand management capabilities and results. You will be responsible for implementing the new workforce management practices and tools to optimize staffing models, skills inventory management and alignment, and ensuring they are implemented effectively and creating value for clients and the organization.

Ensure greatest efficiency in resource deployment - ensure that the right people are on the right jobs at the right time.
Forecasting – Work with all sources of data to collaborate information, provide holistic visibility to the business on capacity, skill sets, and provide commercial recommendations.
Domain leader & delivery director support – Work closely with domain leader and delivery directors and respond to their RM needs.
Reporting - Analysis & commercial recommendations on matters such as utilization, billable & late time, forecast work etc.
Define & implement RM processes - To align with EMEA, International OCSC and OC Operations counterparts, process will need implemented e.g. workflow management, time recording governance etc. At times there will be the need to define and make suggestions as to best practice taking into local factors that may differ from other regions.
Training of Project Management & Resource Management BIMS platform- The Resource Manager will be a super user of the BIMS platform for the EMEA region and for their Domain. S/he will be their responsibil to train new team members on process and functionality of the tool.
Offshore Resource Management –work with our offshore team to manage their workflow.
Resource Management Forum – Representative to discuss regional needs, capacity and best practice with RM team across the regions.
ADHOC projects & initiatives – lead/ assist as necessary as directed
Drive continuous improvement of best Resource Management practice
Works closely with Finance, Operations, and HR to develop and maintain staffing model(s).
Maintains a current inventory of domain employee skills, supply of those skills, and associated demands.
PREFERRED SKILLS, EXPERIENCE, AND CHARACTERISTICS
5 years of relevant Resource Management experience.
Experience working in a fast paced, dynamic industry- i.e. Consulting & Professional Services environment
Excellent written and verbal (English and French) communication skills and strong interpersonal skills. Other languages an advantage.
Diplomatic conflict resolution, negotiation and problem-solving skills
High level understanding of the specific product domain in which you will be operating
Technical aptitude and business acumen.
Systems thinking – ability to build and optimize systems (software, data, people).
Clear & concise communication skills (written & verbal)
Strong relationship building ability
Focuses on actions and outcomes; driven to over achieve.
High competency in MS Office, particularly MS Excel.
Previous knowledge of Resource Management & Project Management software would be of use.
In-depth experience with BIMS – an advantage
Location: Virtual / Remote and based near an Oracle office;
Limited Travel (<15%)
A Bachelors’ degree is preferred. An advanced degree is a plus.

As a member of the Consulting organization, you are responsible for ensuring that a quality, integrated software solution is delivered in a timely manner, at budget, and to our client
- s satisfaction. This involves working closely with the client to understand and manage their expectations, as well as working closely with Oracle and third-party vendors to ensure delivery.
Provide engagement delivery services both as an individual and as a team member. Services include identifying needs, developing, influencing and implementing proposals. Able to lead, support and participate on project teams. Able to use Oracle selling and negotiation techniques and tools.
Manages and controls activities in multi-functional areas of sections. Ensures appropriate operational planning is effectively executed to meet business needs. A BS or BA in related fields. 7-9 years overall experience in functional or technical role. Three years experience in multi-dimensional issue resolution. Project management experience. Ability to communicate effectively. Ability to build rapport with team members and clients. Assignments have been progressively more responsible. Willing to travel regionally with some national/international travel.
