As the Director Operations Centre you will provide leadership, mentorship and supports safety to a team of Rail Traffic Controllers (RTC). You will be accountable for all operational related matters pertaining to the execution of the “Daily” Operating Plan within their assigned territories, including any bulk train slotting and the execution of on-time and full duration Engineering Services (ES) work blocks


  • Meets or exceeds the annual safety objectives:

  • On a monthly basis, performs the required number of quality proficiency tests;

  • Participates in monthly rules blitz’s;

  • Review monthly OCC safety scorecard;

  • Participate in rules review/coaching sessions;

  • Provide written memo’s in a timely fashion to support positive/negative RTC behaviours;

  • Participate in managerial safety audits as required

  • Train performance:

  • Develop and communicate the Subdivision Operating plan for RTC;

  • Monitor train performance, in consideration of long train meet locations;

  • Ensure execution failures are recorded in the applicable system of record (i.e. Nexus) and provide feedback and documentation as required;

  • Responsible for the validation and execution of the over the road power plans;

  • Coordinates with 3rd party carriers (West shore, CN, UP, NS, short lines)

  • Work list Calgary Operations Centre (COC) car movements within 24 hrs of release;

  • Initiates any Add To Plan requests from Train & Engine (T&E) to respective Calgary Operations Centre General Superintendent for approval;

  • Accountable for accurate train line up information within standard;

  • Monitor recorded NEXUS train delay, ensuring delays explanations comply with pre-set standards;

  • Ensure there are NO outstanding V55’s in assigned territory;

  • Incident Alert reporting – potential to delay trains:

  • Ensure that all incident reports are updated in the CP Station database on a timely fashion;

  • Ensure the data entered is concise, including: cause, status, details, location, time delayed, subsequent impacts;

  • Records on the CP Station database, and addresses any taxi exceptions with vendor/carrier;

  • Ensure effective management of RTE accordance with the collective agreements/applicable guidelines:

  • Review Crew Dispatcher manpower reports;

  • Accountable for adding deadheads/Turn Combination Service to Away From Home Terminal plan in crew balancer;

  • Initiates the management crew process if required, and records information accordingly;

  • Manages the >10/12 CP Station Database, ensuring comments, and corrective actions are recorded live during each tour of duty;

  • Manages the Re-crew CP Station Database, ensuring any re-crews are recorded live during each tour of duty;

  • Accountable for execution of the Daily ES work block plan for major ES work programs and scheduled ES maintenance blocks where applicable:

  • On time start;

  • Execute the required daily duration;

  • Plans 24 hours out, based on ES Daily plan & Train Planning;

  • Develop contingencies, and or Communicate exceptions LATE start/ block duration to General Superintendent;

  • Address exceptions to the plan which impact on time train performance.

  • Completes all required incident manager (IM) reporting to appropriate call out parties, as per the General Operations Instructions and/or Corporate requirements;

  • Completes the Calgary Operations Centre Mainline Derailment checklist, crew interview within 5” of incident;

  • Monitors all applicable CP Systems; NEXUS, TRAM, CTC, CMA, CREW BALANCER, etc., ensuring information accuracy and Safe Train Operations;

  • Manage the Calgary Operations Centre emergency response processes, (Derailment, Broken Wheel, etc.) escalating emergent conditions to the General Superintendent Transportation. Further, executes incident recovery plans, conference calls, detour monitoring, etc.;

  • Manage over-the-road locomotive failures, including lifting bad order locomotives;

  • Develop contingency plans together with the Calgary Operations Centre Locomotive Planning.


  • University Degree OR 5 years of railway experience and/or strong transportation industry based knowledge;

  • Collective agreement knowledge;

  • Strong organizational skills and ability see long term initiatives through to completion (6-12 months);

  • Knowledge of corporate operating systems/applications;

  • Strong verbal and written communication skills;

  • Strong problem solving skills;

  • Ability to cope with stress, and continue to deal effectively in emergent situations;

Management Conductor Program:
