PURPOSE OF THE POSITION:

The Director S&C Program Management will be responsible for conducting Project Controls activities on internal and external projects within Canada and US. The successful candidate will be responsible for designing and optimizing Project Control plans for each project, addressing project controls responsibilities, methodology, systems, Oversee the development of schedules, Manage reporting requirements (internal and external). The individual will manage the S&C Capital planning system, assist with annual and multi-year capital planning and work with the sourcing team to assist with RFP’s and contracts when external vendor support is required.

POSITION ACCOUNTABILITIES:

  • Develop, Document, and implement S&C policies and procedures relating to Program Management;

  • Determine required Project staffing;

  • Perform Project Controls training and oversight;

  • Direct, develop and oversee all personnel performing program management in every aspect of Project administration in support of S&C projects and operations;

  • Participate in project team alignment activities;

  • Understands the scope, cost, schedule and terms & conditions of the internal and external contracts;

  • Prepares a Project Controls Plan which addresses project controls responsibilities and organization, methodology, systems required, and reporting requirements for the relevant project;

  • Establish and maintain a Program Management organization capable of effectively managing functional requirements;

  • Direct the Program Management team in working across all functions;

  • Develop, review, approve, report, and schedule benchmarks;

  • Ensure that all S&C project work is effectively planned, budgeted, and scheduled;

  • Oversee pricing methodology, assumptions and clarifications;

  • Maintain estimate documentation including support backup for future proposal development purposes;

  • Oversee preparation of all estimating and participate in major estimate reviews;

  • Establishes the requirements for analyzing and forecasting project cost against the approved budgets;

  • Oversees team to forecast of project cost as a basis for coordinating and managing project activities;

  • Ensures that project budgets, costs and forecasts are communicated and approved by appropriate client, company, and project personnel;

  • Coordinate information with stakeholders to prepare and distribute periodic Project Administration Reviews and metric reports;

  • Establish the requirements for a Project Change Management Procedure tailored to the size and complexity of the project which includes the following, at a minimum: change log identifying all change notice activity by change notice identification number, description, cause/category, and cost and schedule impact (individual and cumulative) in conformance with S&C Change Management policy.

POSITION REQUIREMENTS:

  • Engineering or Construction based degree or diploma preferred;

  • Current P.Eng. or the ability to obtain licensure;

  • Minimum 15 years related experience;

  • PMP certification an asset;

  • Computer skills: SAP, Oracle, Microsoft Office, Microsoft Project;

  • Experience in operations, maintenance and construction projects;

  • Excellent verbal and written communication skills required;

  • Strong leadership and management skills;

  • Program Management experience.
